Role Title: Portfolio Services Manager

Role Purpose
The Portfolio Services Manager is responsible for portfolio management support activity provided by the Portfolio Management Services function within GCD Management Services.
Portfolio Services Managers will follow similar alignment as Heads of Management Services, and Heads of Change Delivery (e.g. aligned to Global Business, Global Functions change portfolios).
He/she is responsible for providing the day-to-day support to the Heads of Management Services, and Heads of Change Delivery by facilitating executive decision-making support activities i.e. presenting insight and reporting and facilitating demand and supply management processes.

Value Creation
Escalate bottom up demand for the portfolio from Regions/Priority Markets to the Heads of GCD/Heads of Management Services , and Senior Portfolio Services Manager (e.g. Programme/Project description, benefits, timeline, resource requirements)
Actively facilitate the ongoing portfolio prioritisation process (and support cross portfolio prioritization where necessary) supporting the Heads of GCD/Heads of Management Services
Actively highlight and monitor cross-programme dependencies within and outside the portfolio.
Monitor alignment between the Global Business/Global Function and their strategy and investment spend, along with maximizing benefits realised
Respond to ad-hoc requests from the Heads of GCD/Heads of Management to support critical decision making (e.g. one-off benchmarking analysis and board papers)
Facilitate portfolio supply and demand management process by forecasting and managing demand (via the Order Book)
 
Operational Performance
Ensure transparency of change portfolio performance, milestones tracking, costs and benefits against baseline plan and provide commentary on variations in performance targets and measures to enable achievement of objectives
Ensure all actions and decisions are documented and tracked to completion within agreed timelines and targets
Communicate to GCD Support Services any needed changes to the portfolio prioritisation and reporting frameworks prioritized by Global Business and Global Functions
Act as the main facilitator to the portfolio prioritisation process on a rolling basis
Work with programme leads within each portfolio to ensure Group Change Delivery standard programme governance and reporting are in place and portfolio and programme costs and benefits tracked are in line with FIN guidance

Foster close collaboration with Heads of GCD/Heads of Management Services , and other Management Services teams (i.e. Reporting and Insights team)
Contribute to a positive work environment and promote teamwork to drive Global Change Delivery engagement
Build close working relationships with programme leads within each portfolio
 
Major Challenges
Support the Heads of GCD/Heads of Management Services in facilitating executive decision making in a large variety of contexts and in within potentially tight timeframes
Drive the uptake of standardised methodology for tracking and evaluating programme and portfolio performance
 
Role Context

GPfMO Portfolio Managers are typically responsible for supporting discussions between the Heads of GCD/Heads of Management Services and Global Business/Global Functions executives to ensure alignment of the portfolio with business/function strategy and that the portfolio can be delivered in terms of demand & supply, financials, time and benefits realization. This is done through the delivery value-added insights, facilitating of the portfolio prioritisation process as well as balancing of demand against supply. They are required to work with senior stakeholders and business sponsors, building the necessary skillsets to deliver the above. They are also expected to continuously improve on the status quo and keep up-to-date with the changes in the wider organisation as well as industry best practices and to be able to factor these changes into their outputs.
The jobholder is expected to exercise independent initiative in proactively overcoming obstacles to success, relying on general direction-setting from the Head of Portfolio Management Services as well as feedback from the various stakeholders
The role holder will operate within the usual authority limits for a Portfolio Services Manager
 
Role Dimensions
The jobholder will be required to manage concurrent request from several geographies for their particular portfolio
 
Management of Risk
The jobholder will also continually reassess the operational risks and likelihood of operational risk occurring. This will be achieved by
Reviewing risks associated with the role and inherent in the business, taking account of changing economic or market conditions, legal and regulatory requirements, operating procedures and practices, management restructurings, and the impact of new processes. Reviewing risks borne of non-compliance to programme/project management standards, policies and best practices
Facilitating the support activities required to support executive decision making on the change portfolio
The jobholder should then address any areas of concern in conjunction with line management and/or the appropriate department.
 
Observation of Internal Controls
The jobholder will adopt the Group Compliance Policy by escalating any identified compliance risk in liaison with, Global Compliance Officer, Area Compliance Officer or Local Compliance Officer.

Desired profile

Knowledge & Experience / Qualifications
Knowledge
Sound knowledge of Project Portfolio Management (PPM) concepts Excellent understanding of Global Change Delivery frameworks, methodologies and best practice techniques
A thorough understanding of the purpose, culture and fundamentals of the Global Change Delivery
Good understanding of HSBC Group structures, processes and objectives
Excellent understanding and operational knowledge of Global Change Delivery toolset, specifically Clarity and GPDM
Experience
Evidence of confidently operating at an Executive level
Proven ability to work with senior stakeholders and business sponsors
Proven ability to facilitate effective portfolio management, with a strong understanding of risk and issue management, financial management, programme and portfolio planning, tracking and monitoring performance)
Strong Understanding, analysing, interpreting and working with information (both financial or non-financial) and variance reporting
