Role Purpose
·         HSBC’s network management and market intelligence (N2MI) function is a global shared service for Global Banking & Markets (HSS, GM and CMB), the Global Private Bank and Retail Banking and Wealth Management.  The overall N2MI team is currently comprised of the core Network Management function (Cash & Securities), Market Intelligence and Risk & Control.
·         Within N2MI there is on-going change programme to enhance the platform and continue the roll out of the operating model.  In addition, there are on-going initiatives that arise from the wider economic and regulatory environment. As part of this evolution N2MI will be taking a wider role in assessing the risks of various market infrastructures and agents associated with their use.
·         This role entails undertaking the review, selection, appointment and on-going operational risk assessment of various market infrastructures (FMIs) (e.g. Central Counterparties - CCPs) and associated agents (e.g. clearing and collateral agents) on behalf of all entities/locations within the HSBC Group.

The role will be based in London/Edinburgh with travel, as required, to visit the infrastructures. Further opportunities will exist in the New York, Hong Kong/Singapore offices as well.
 
Key Accountabilities
Impact on the Business

The role requires knowledge of clearing and collateral infrastructures and their associated landscape (i.e regulatory environment and challenges) and front to back processing requirements e.g house and client clearing and associated challenges and risks.
Working with all HSBC stakeholders using or having responsibility for market infrastructures including defining strategic best practices and efficiencies across all in scope functions, relationships and processes
Continually assessing operational risks associated with the providers and inherent in the business, taking account of changing economic or market conditions, legal and regulatory requirements, operating procedures and practices, management restructuring and the impact of new technology.
Assessing impact of changing risk landscape and escalating in appropriate manner.
 
Leadership & Teamwork

Work effectively within a team of FMI and risk experts in N2MI and other risk management departments and key stakeholders within HSBC, to ensure all work activity in a highly controlled manner conforming with all external regulations and internal control requirements
Lead and encourage resourcefulness, collaboration and completeness in assessing and mitigating risk associated with FMIs as well as driving industry best practice
Drive internal and external efficiencies through strong leadership and teamwork within all HSBC functions associated with FMIs
 
Operational Effectiveness & Control

Applying approved selection and due diligence criteria which conform to required external regulations, internal controls; and industry best practices
Building a strong dialogue with associated infrastructures and undertaking  on-site visits where appropriate and in line with the agreed travel plan
Compiling and maintaining detailed due diligence files and trip notes for inspection by internal stakeholders / auditors / regulators.
 
Major Challenges

Continually assessing operational risks associated with the providers and inherent in the business, taking account of changing economic or market conditions, legal and regulatory requirements, operating procedures and practices, management restructuring and the impact of new technology.
Working with all HSBC stakeholders to define strategic best practices and efficiencies across all FMI relationships and processes
Understanding industry developments and leading HSBC involvement where appropriate to drive efficiencies in risk management across FMIs
 
Role Context
·         The CCP infrastructure team will perform regular operational due diligence on the FMI network as determined by a risk based prioritisation driven by GBM stakeholders, FIG and Traded Risk. Reviews will be conducted in tandem with FIG leading the quantitative and financial analysis and N2MI leading the operational analysis focusing on operational controls, audit framework, IT systems and security as well as BCP and disaster recovery. This takes the form of a detailed questionnaire followed by an onsite visit to discuss issues and review controls.
·         Risk monitoring and driving efficiency measures will be achieved by building a strong interaction with internal HSBC stakeholders as well as industry associations to understand infrastructure related developments, operational issues and other key factors. 

CCP risk reports are produced after each review and issues identified and presented to an independent panel from traded risk and the GBM CCP oversight committee who approve CCP relationships. This review will be extended to other key FMIs over time.
 
Management of Risk

Assessing impact of changing risk landscape and escalating in appropriate manner.
 
Observation of Internal Controls
·         Maintains HSBC internal control standards, including timely implementation of internal and external audit points together with any issues raised by external regulators
·         Sets the correct business risk and control requirements for the process and ensures these are fully met
·         Ensures appropriate FIMs are in place to document HSBC responsibilities and compliance with policy for new business and existing business risk assessments for FMIs
 
Role Dimensions
·         Initial scope for FMI risk monitoring and reviews will be any central counterparty where HSBC place initial margin and default funds (not including variation margin) which could be at risk in the event of a CCP failure or operational incident.

This focus will be extended to other key related FMI.

Desired profile

Knowledge & Experience / Qualifications

Strong knowledge and experience of risk management in an Investment Bank.
Strong knowledge of global markets business and products,
their associated infrastructures
their associated control and risk management
key regulatory infrastructures such as CCPs and associated agents
Strong analytical  and task management skills
Leadership and management skills, particularly the ability to influence a wide stakeholder group and provide positive influence
Excellent verbal and written communication skills and able to present to and work effectively with senior levels of management
Organised, able to multi-task and reprioritise under pressure
Strong presentation skills
PC and IT literate
