Role Title: Liaison Officer, Financial Intelligence Unit Europe

Role Purpose
· To support the Regional Head of Liaison in coordinating and directing Liaison activity across FIU EU region, collecting information from external sources and managing internal stakeholder relationships: with the objective of enabling HSBC more effectively to identify and assess financial crime risk.
· The role will involve working closely with the Regional Head of Liaison to:
· Assisting in implement/coordinating the strategic liaison plan, to deliver improved collaboration with, and information collection from internal stakeholders.
· Collection of intelligence from law enforcement, government and other external interlocutors, according to the FIU's collection priorities.
· Assisting in maintaining selected external relationships, particularly with other banks, to source relevant intelligence and best practice.
· Assisting in maintaining policy and governance, in close collaboration with FIU Governance and ensure that all external relationships are conducted in compliance with HSBC policies and guidelines.
· Assisting in coordinating the FIU EU leadership's internal stakeholder relationships, and provide planning and other support to Regional Head of EU FIU stakeholder management.
· Coordinating the FIU's internal outreach/expert engagement programme.
Key Accountabilities
Impact on the Business
· Assist to coordinate regional external engagement planning, and support the development of clear country,/regional liaison strategies
· Work with Lines of Business (LoB) to identify emerging financial crime risks, and to ensure maximum impact for FIU reporting. Coordinate Global FIU engagement with LoB.
· Assist to develop selected official and commercial contacts to deliver improved intelligence coverage of key risks.
· Identify process and product improvements to better meet needs of stakeholders. This includes establishing/embedding relevant feedback metrics.
Customers / Stakeholders
· To provide support the Regional FIU EU leadership in building networks/relationships in:
· Financial Crime Compliance
· Security and Fraud Risk
· Regional Banking and Markets
· Private bank
· Retail Banking and Wealth Management
· Commercial Banking
· Other FIU teams
· Transaction Monitoring teams
· Represent FIU at relevant industry fora.
· Support a collaborative working relationship with the FCC Government Liaison team; particularly building joint process and working practices.
· Coordinate requests from business lines, compliance, and FIU for information from external contacts.
Leadership & Teamwork
· Drive development of liaison processes, strategy and standards regionally and coordination with FCC Govt Liaison. Work seamlessly with FIU analysts to integrate the Liaison function in case management processes, and to articulate analyst intelligence and knowledge requirements.
Operational Effectiveness & Control
· Identify and institute best practices across the Regional Liaison function.
· Find solutions to complex client requests/commissions outside of normal scope. Working with FIU Governance, develop feedback metrics to measure Liaison and FIU effectiveness.
· Develop solutions to complex disclosure and related issues.
· Responsible for personal and team adherence to operational controls, as outlined in procedures and policies to ensure risks are identified and managed; vendor risk management policies and procedures are particularly pertinent to this role.
Role Context
· The jobholder will be subject to sensitive, and therefore risky, information and must exercise sound judgement in protecting it and must adhere to all relevant rules and regulations.
· The jobholder will sometimes encounter issues for which there is no clear cut solution. S/he must be able to identify the nub of the matter where there is conflicting evidence. In such unclear circumstances s/he must be able to provide sound judgement and guidance, and recognise when to refer upwards. At the heart of the role is the ability to build effective and influential working relationships with bank Compliance staff, lines of business and external Governmental and non-Governmental agencies.
Management of Risk
· The role itself involves risk management and the role holder must show leadership in this area by continually reassessing the operational risks associated with the role. The role holder must take account of changing economic, legal, technological and regulatory environments and adhere to all procedures and practices.
· Supporting the implementation of new systems globally during a time of heightened scrutiny means that the role holder must react to changes in the operating environment (in some cases driving them) and ensure that applicable changes are made to the system and processes.
· Jobholder is responsible for providing reporting which highlights (and might mitigate) reputational, fraud and compliance risks
Observation of Internal Controls
· The jobholder must adhere to all relevant internal controls and should be able to demonstrate a flawless track record in this area. The jobholder will keep appropriate records and, as necessary, ensure the timely implementation of internal and external audit points, including issues raised by external regulators.
· The jobholder will implement the Group compliance policy. The term ‘compliance' embraces all relevant financial services laws, rules and codes with which the business has to comply. This will be achieved by adhering to all relevant processes/procedures and by liaising with Compliance department about new business initiatives at the earliest opportunity. Also and when applicable, by ensuring adequate resources are in place and training is provided, fostering a compliance culture and optimising relations with regulators.

Qualifications
· Education to degree level or above
Experience / Skills
· Proven expereince of working with stakeholders in a banking environment
· Proven experience in financial crime intelligence collection
· Strong communication, influencing and interpersonal skills with the ability to build and maintain relationships
· Excellent written communication skills, with meticulous attention to detail
· Excellent written and spoken English
· Resourceful, creative and inquisitive approach to intelligence collection
· Highly motivated, autonomous, with sound judgement.
