Role Title: Head of Surveillance Change and Technology, Regulatory Compliance
Business: Global Banking and Markets (‘GBM’)

Role Purpose
Global regulators have an increasing expectation that firms have adequate systems and controls to conduct surveillance to detect, among others, market abuse offences such as Insider Dealing, Market Manipulation and Dissemination.
This new role, reporting to the Global Head of Surveillance, Global Banking and Markets is responsible for the development and maintenance for all electronic surveillance systems in use at HSBC and the delivery of all change within the Global Surveillance team.
The Head of GBM Surveillance Change and Technology, Regulatory Compliance will have the following responsibilities:
Technology Leadership
- Drive the development of the technology strategy for Global Surveillance
Change Management Direction
- Manage Global Surveillance change team
Global Surveillance Management Team
- As one of the senior heads within the Global Surveillance team drive the overall direction of the department
Key Accountabilities
Impact on the Business
Ensure that the Global Surveillance team has reliable surveillance technology support, is knowledgeable about surveillance initiatives and is informed of expectations on surveillance deliveries.
Ensure an independent, appropriate, consistent surveillance framework is implemented across GBM product lines.
Close liaison with control functions and audit to ensure solutions meet expectations.
Be accountable for the successful implementation of technology change across the global surveillance team
Be accountable for the successful completion of operational changes within the Global Surveillance team.
Oversee global investment budget in Surveillance technology at HSBC
Manage technology costs to ensure run the bank costs maintained at sustainable levels and strive for operational efficiencies
Sponsor investment in new technologies and drive harmonization of existing diverse surveillance technologies
Represent surveillance at regulatory and industry surveillance forums, be vocal on these forums and share knowledge gained from these forums where this would benefit to / protect HSBC
Customers / Stakeholders
Act collaboratively with the business teams and other parts of the Group’s risk management framework.
Working with the Global Heads of GBM Surveillance & Investigations and Non-GBM Surveillance & Investigations and the specialist teams to create an effective Compliance plan to manage the identified risks and develop global cross asset surveillance solutions to mitigate them.
Work with the Global Heads of GBM Surveillance & Investigations and Non-GBM Surveillance & Investigations to set the Surveillance Strategy
As part of the leadership team take responsibility for managing the global surveillance team.

Make use of the IRIS system, taking appropriate action if necessary where reportable events or regulatory inspections within the jobholder’s domain indicate a problem or represent a trend which is cause for concern.
Works with other areas of the Group Risk Management Framework to provide a seamless risk management service to relevant businesses and their senior management.
Major Challenges
To work with the global surveillance teams and front office businesses on high profile projects to ensure that the regulatory demands of those projects are met.
Ability to work with and manage colleagues who are based in overseas.
Influencing all stakeholders and Compliance IT.

Role Dimensions
Budgetary responsibility is a component of this role
Management of Risk
Maintaining the standards of implementation of the Compliance Officer Handbook, Compliance FIM and relevant requirements of the Markets FIM.
Contribute to the management and implementation of the Risk Management Framework.
Observation of Internal Controls
Maintain HSBC internal control standards, including timely implementation of internal and external audit points together with any issues raised by external regulators.
To discharge the (Compliance Officer) accountabilities set out in the Compliance Officer Handbook by pro-actively assisting management in identifying and containing compliance risk, monitoring, reporting and certification, fostering a compliance culture and optimising relations with regulators’
Desired profile
Knowledge & Experience / Qualifications
Seasoned professional from the global financial services industry or other industries with heavy automated surveillance requirements.
Knowledge of all HSBC Banking products
Experience of the HSBC Group, its culture, policies and procedures, or similar global organisation.
Excellent communication and influencing skills (strong written and oral communication skills demonstrated by a history of writing reports and making oral presentations to senior staff).
Extensive technology management experience
Proven ability to manage surveillance or technology issues
Sound and proven judgment
Seasoned problem solving capabilities
Significant experience managing major change programmes
Experience building and maintaining relationships with senior staff within an organisation and representing senior leadership externally
