Role Title: Global Head of AB&C Monitoring & Testing​

Role Purpose
To manage a team of Anti-Bribery & Corruption Financial Crime Compliance Monitoring and testing specialists. The team will carry out independent ABC monitoring and testing activities globally across ABC functions, business units and jurisdictions within the second line of defence in order to obtain reasonable assurance that the business is operating in line with relevant laws, regulations, codes and HSBC Group Standards within Financial Crime Compliance.
 
 
Key Accountabilities
Impact on the Business
To manage a team of ABC FCC Compliance Monitoring and Testing specialists across all Global Business lines.
To test the adequacy of controls in place within the business and to identify potential and actual breaches.
To escalate regulatory breaches associated to ABC to business and FCC compliance Senior Management in order that appropriate action can be undertaken to rectify.
To manage the Compliance Risk Assessment process across different business lines on an ongoing basis and obtain business sign-off.
To manage the production, delivery and completion of ABC compliance monitoring plans to include continuous, periodic and themed reviews.
Evaluating and addressing the allocation of monitoring resource on an ongoing basis to ensure completion of the ABC compliance monitoring plan.
To oversee production and issue ABC Monitoring Reports and MI to both Business and Senior Management.
 
 
Customers / Stakeholders
Head of FCC Compliance and Head of ABC across all business lines and functions globally
Manages and owns relationships with Global Business Heads and Heads of FCC
Will input into business planning, based upon own deep understanding of ABC risks
Develop and strengthen external relationships with key regulators
 
 
Leadership & Teamwork
Provides direction at a global level and support at a regional level to the FCC Monitoring sub-function
Establishes policies to attract, retain and motivate high calibre talent
Provides sponsorship and strategic vision for People Development initiatives for  ABC Monitoring and Testing, aligned to Group Risk and Group activities, as well as supporting the annual BAU HR cycle.
Work with other Sub function Heads to co-ordinate different aspects of FCC function, and specialist FCC teams (AML, ABC, Sanctions etc), towards the common goal of managing FCC efficiently and effectively
 
 
Operational Effectiveness & Control
Ability to clearly identify business and regulatory implications of analysis and findings and propose strategic solutions.
Robust and timely record keeping, evidencing ABC monitoring activities undertaken and action taken.
Identify, monitor and mitigate top and emerging ABC compliance risks and tactical interventions that will significantly improve, change or adapt functional delivery
 
 
 
Major Challenges
Global Compliance is going through a period of rapid and deep change both internally and externally. Internally we are restructuring the Group’s footprint, ensuring that these businesses are run consistently and globally.
Steering a large Global Risk sub-function in such an environment is challenging by itself.  However, there are additional challenges from internal restructuring of our business, major cost reviews and implementation of efficiency programmes.
The immense amount of change internally and externally calls for the job holder to be alert and adaptable to developing requirements, whilst also delivering challenging targets. 
Managing the demands of multiple diverse aspects of the role.
Maintaining a global perspective, but with particular consideration of regional distributions (staff, budgets, resources, operations) and the impact of these; and ensuring a proportionate balance in each region.
Implementing and managing a uniform approach to operations, in view of disparate operating procedures already in operation (within the organisation and within departments) and the unique issues, requirements and problems associated with each
 
 
Role Context
The jobholder will be required to lead and manage a global team of ABC monitoring and testing specialists covering all business lines. In order to meet regulatory expectations and to provide Senior Management with up to date information regarding standards of compliance with applicable rules, a key objective of the role, will be to ensure the annual compliance monitoring and testing plan is delivered on time.
 
Management of Risk
Be aware of the Operational Risk, primarily Business Regulatory Risk associated with the business. Monitor in accordance with the Principal Accountabilities set out above.
Managing the Compliance Risk Assessment process across different business lines on an ongoing basis.
 
 
Observation of Internal Controls
Maintains HSBC internal control standards, including timely implementation of internal and external audit points together with any issues raised by external regulators.
To assist in the discharge of accountabilities set out in the Legal & Compliance FIM by proactively assisting FCC/RC Compliance Managers in their responsibilities to assist management in identifying and containing compliance risk, monitoring, reporting and certification, fostering a compliance culture and optimising relations with regulators
