Role Purpose
To define, govern and enhance the global process and methodology for the Enterprise Wide Risk Assessment (EWRA) and write the annual Global AML EWRA Report; The EWRA is an annual process to perform an assessment and review of HSBC’s inherent Sanctions and Anti-money laundering risk, the controls in place surrounding these risks and subsequent residual risk. Responsible for defining the reporting standard and supporting Regions and Countries to also attain that standard and for then creating and monitoring Global AML actions plans as required.
Key Accountabilities
Impact on the Business
Responsibility for defining and agreeing the methodology to be used in rating the risk assessments on a global basis, including scoring approaches, taking in to consideration what exists and using peer insights to inform.
Responsibility for finalising the annual survey and question set which should involve an annual review.
Responsibility for planning and co-coordinating the annual risk assessment activity.
Responsibility for analyzing the annual Enterprise Risk Assessment data set
Responsibility for providing central support throughout the Enterprise Wide Risk Assessment lifecycle to regional teams and providing clear guidance and communications to Regions on annual process and survey completion.
Responsibility for defining, structuring and writing the annual Global Enterprise Wide Risk Assessment reports, taking in to consideration data provided through surveys and using peer insights to inform
Responsible for defining the reporting standard and supporting Regions and Countries to also attain that standard
Supporting thematic review process management as required by the Global Head of Enterprise Wide Risk Assessment
Supporting other Global Enterprise Wide Assessment activities as required; these may include but will not be exclusive to reporting and action plan management.
Customers / Stakeholders
Ensure collaborative engagements across all Regional and Business compliance teams
Ensure and business engagement to the Enterprise Wide Risk Assessment process; with a view to the risk assessment being aligned with wider operational risk and compliance planning activity.
Close collaborative engagement alongside the Global Head of Enterprise Wide Risk Assessment with the Global Heads of Anti-money laundering and Sanctions to ensure the Enterprise Wide Risk Assessment is fit for purpose for those functions
Responsibility for working with Global Financial Crime Compliance Analytics teams to ensure provision of meaningful data set and relevant dash board metrics
Support queries from across the organization regarding the Enterprise Wide Risk Assessment and its findings in order that it be used as a core driver of Compliance and Risk Mitigation activity.
Leadership & Teamwork
Facilitate the collaboration across risk assessment and compliance teams globally
Working closely will colleagues in the Global Enterprise Risk Assessment team to ensure a seamless lifecycle process
Supporting other aspects of the Enterprise Wide Risk Assessment as required at different times in the lifecycle
Collaborative working with Software Delivery and Analytics colleagues to ensure required support.
Operational Effectiveness & Control
Responsibility for defining and agreeing the governance to be implemented at Global, Regional and Country levels.
Responsibility for providing Global Enterprise Wide Risk Assessment reports that enhance our operational effectiveness and control through meaningful and actionable findings.
Leadership over all regulatory and compliance matters pertaining to the Enterprise Wide Risk Assessment.
Major Challenges
Ensuring appropriate attention to review of the methodology for the risk assessment in order that it remains current where there will be many and varied competing priorities for the Global parties involved.
Ensuring appropriate attention to provide an insightful and actionable Enterprise Wide Risk Assessment report.
Ensuring appropriate management of action plans throughout the years against competing demands.
Maintaining and continually improving the Enterprise Risk Assessment methodology and process in a complex and changing compliance environment.
Maintaining and continually improving the Enterprise Risk Assessment reporting in a complex and changing compliance environment.
Working with Analytics teams that will have competing priorities.
Role Context
The role is global in reach, interfacing with the Global Heads of Anti-money laundering and Sanctions, with Regional Enterprise Wide Risk Assessment teams, country compliance teams as required and with Heads of Financial Crime Compliance in all four business areas.
The outputs of the Enterprise Wide Risk Assessment will be required to assist the Global Heads of Anti-money laundering and Sanctions in compliance planning each year and will be required to assist the Global Business Chief Operating Officers in their annual planning and strategic decisioning; as such the role holder will be required to provide reports with several objectives in mind.
The role holder will be expected to exercise independent initiative in proactively overcoming obstacles to success. He / She will be expected to adopt a flexible approach to work and maintain an outstanding level of professionalism and conduct.
The role holder will be empowered to develop the Enterprise Wide Risk Assessment methodology and process but required to seek input from the Global Heads of Anti-money laundering and Sanctions as requested and the Global Head of Financial Crime Compliance.
The role holder will be expected to take direction from the Global Head of Financial Crime Compliance and Global Head of Enterprise Wide Risk Assessment as to any specific areas he/she requires the Enterprise Wide Risk Assessment to investigate on an annual basis as the process is planned.
The role holder will be expected to take direction from varied parties to support thematic review process’ as required.
Management of Risk
The jobholder will also continually reassess the operational risks associated with the role and inherent in the business, taking account of changing economic or market conditions, legal and regulatory requirements, operating procedures and practices, management restructurings, and the impact of new technology.
This will be achieved by ensuring all actions take account of the likelihood of operational risk occurring.
Also by addressing any areas of concern in conjunction with line management and/or the appropriate department.
Observation of Internal Controls
The jobholder will also adhere to and be able to demonstrate adherence to internal controls. This will be achieved by adherence to all relevant procedures, keeping appropriate records and, where appropriate, by the timely implementation of internal and external audit points, including issues raised by external regulators.
The jobholder will implement the Group compliance policy by containing compliance risk in liaison with Global Head of Compliance, Global Compliance Officer, Area Compliance Officer or Local Compliance Officer. The term ‘compliance’ embraces all relevant financial services laws, rules and codes with which the business has to comply.
This will be achieved by adhering to all relevant processes/procedures and by liaising with Compliance department about new business initiatives at the earliest opportunity. Also and when applicable, by ensuring adequate resources are in place and training is provided, fostering a compliance culture and optimising relations with regulators.
Desired profile
Knowledge & Experience / Qualifications
Knowledge
Outstanding understanding of HSBC Group structures, processes and objectives.
Very strong knowledge of the external envionrment, specifically the industry compliance environment and area of enterprise risk assessments.
Outstanding knowledge of the Global Compliance function
Outstanding knowledge of Global report writing process’ and methods and analytical techniques
Outstanding knowledge of Enterprise Wide Risk Assessment methodology and process and appropriate enhancement approaches
Experience
Proven experience of positive, challenging interations with Senior Executives across the group.
Proven ability in working across multi-disciplinary and multi-cultural diverse work environments.
Proven experience in professional report writing and/or data analytics
Strong compliance experience; with demonstrated experience in the areas of risk assessments; the approaches, process’, governance and methods.
5-10 years experience in the areas of Sanctions and Anti-money laundering compliance and/or Risk Assessments.
