Role Title: FCC & RC Issues Management and Reporting Assistant Manager

Role Purpose
· Will be part of a Global team, reporting to the Chief Controls Officer, that provides risk and control direction and support to the Financial Crime Compliance (FCC) as well as Regulatory Compliance (RC) functions globally, in order to obtain reasonable assurance that the functions are operating in line with the Operational Risk Management Framework (ORMF).
· Will ensure that Global FCC and RC functions appropriately and efficiently manage their functional risks and controls through oversight, analysis, remediation and reporting of functional FCC and RC owned issues and actions recorded in various issues management systems.
· Will support the Global FCC and RC strategy by conducting ongoing analysis of functional FCC and RC owned issues and actions and identifying, informing and advising the Chief Controls Officer and FCC / RC senior management of any cross-regional/cross-country themes and trends that may impact or be relevant to the Group's management.
· Will be responsible for the production of regular and ad hoc reporting for FCC and RC Control Environment Management Meetings (CEMMs) as well as for Global Compliance CEMM on the state of functional FCC and RC owned issues and actions.
· Will serve as a point of contact for global FCC and RC teams to provide advice and guidance in the area of issue management and compliance with relevant FIMs and ORMF. This will include supporting the day to day management of FCC and RC owned issues and actions, including, if necessary, creation of issues and actions for global FCC and RC teams in relevant systems of records. This will also include provision of training in relation to the management of open and overdue issues and actions to help drive up quality and effective management and closure of functional issues and actions.
· Will work closely with Control Experts within the team, who are tasked with risk/control logging/tracking, risk assessment, control design and improvement, control maintenance, incident reporting and MI reporting including of key indicators.
· Will engage on an ongoing basis with 1st Line of Defence (1LOD) and 2nd Line of Defence (2LOD) in relation to issues and actions which they own and maintain. This will include liaising with senior stakeholders and owners functional FCC and RC owned issues and actions at various levels of organisation.

Key Accountabilities

Impact on Business

· Ensure valuable insight is derived from FCC and RC issues, actions and risk and control data to enable effective decision making and management of risk.
· Derive key messages and focus points from FCC and RC MI for targeted action.
· Oversee and contribute to production of key reports for management to provide information for risk management.
· Lead the development of key indicators to manage performance as well is risk and controls.
· Produce procedures and guidance consistent with the Operational Risk Management Framework and FIM to aid the business and FCC and RC in the day to day management of issues and actions.
· Deliver training / education on issue and action management to build awareness of what good looks like but also improve day to day management and timely closure.
· Proactively recommend ideas for improvement to processe and actively seek to share best practice and promote knowledge sharing.


Customers / Stakeholders

· Engage with senior stakeholders to agree content for CEMM reporting and provide further explanation of content as required.
· Effectively engage and influence the wider reporting community (both 1st and 2nd line) in producing and validating MI, reporting and analysis and in the development of key indicators.
· Enagement with the wider FCC and RC community to drive up the quality of issue and action management and consistency of approach.
· Engage with the Global Analytics team where report and analysis production support is required.
· Deliver fair outcomes for our customers and ensure own conduct maintains the orderly and transparent operation of financial markets.

· Lead the development, implementation and maintenance of a management information, analysis and reporting framework that supports and informs timely and effective business management and decision making at all levels.
· Contribute to the development, implementation and oversight of policy and governance frameworks, procedures, practices and standards to ensure quality, effective risk management and regulatory compliance


Role Dimensions
· To effectively identify, track, manage and report functional FCC and RC owned issues and actions to provide senior management of FCC and RC functions with oversight of key issues/actions and emerging themes and trends across the three Lines of Defence (LOD):
· Review MI reports and/or interrogate relevant systems to identify and track functional FCC and RC owned issues and actions across all existing systems of record and LODs, including: Audit, Assurance, Helios, 2LOD Sharepoint, Monitor/Skilled Person, etc.
· Monitor and track volumes of open issues and actions owned by FCC and RC functions, with a special emphasis on overdue and off-track items.
· Conduct ongoing analysis of functional FCC and RC owned issues and actions to identify emerging themes or trends across the three LOD trends that may impact or be relevant to the Group's management.
· Provide timely and insightful reporting to senior management to give them oversight of emerging risks, themes and trends as well as issue/action volumes and ageing. This particularly includes regular and ad hoc reporting for FCC and RC Control Environment Management Meetings (CEMMs) as well as for Global Compliance CEMM on the state of functional FCC and RC owned issues and actions.
· Work closely with relevant stakeholders to ensure effective actions are identified to close issues in a timely manner and that any overdue and off-track issues and actions are appropriately prioritized and escalated. This will include liaising with senior stakeholders and owners functional FCC and RC owned issues and actions at various levels of organisation.
· Serve as a point of contact for global FCC and RC teams to provide advice and guidance in the area of issue management and compliance with relevant FIMs and ORMF. This will include supporting the day to day management of FCC and RC owned issues and actions, including, if necessary, creation of issues and actions for global FCC and RC teams in relevant systems of records.
· Work closely with the Compliance MI team or other Systems and Data providers to drive quality of issue documentation and ensure consistency between what is reported to governance committees and what is contained on systems, understand all relevant issue databases, systems, reporting and investigations tools, including latest developments and capabilities.
· Undertake quality checks of issues and actions logged in various systems of record to ensure that they are being logged in a timely fashion, that mandatory fields are completed, that issues are logged against the correct Level 1/2 controls and Level 2/3 risks, that the issue/action is well articulated and that dates and actions are agreed to close the action.
· Develop appropriate procedures / guidance in line with relevant FIMs and ORMF to support FCC and RC in issue and action management. Deliver training in relation to the management of open and overdue issues and actions to help drive up quality and effective management and closure of functional issues and actions.
· To be a super user for Helios (IBM OpenPages) system including SME participation in relevant transformation working groups.
· Undertake ad hoc issue related projects, as required.
· Develop key relationships with the FCC and RC community (countries, regions and Group), in order to effectively identify, track, manage and report Compliance issues and actions.
· The role will form part of the Chief Control Officer function that supports Global FCC and RC and will have no direct or indirect reports.
· The following major challenges should be noted:
· Multiple sources of data and information with limited ability to read across from one database to another.
· High risk of duplication between systems.
· Diverse environment where spoken and written English is often a second language.
· Fast paced, growing and changing environment often leading to changing requirements.
· Resource and time constrained teams, juggling BAU and change.
· Knowledge of FCC and RC environment will needed on a day to day basis.

Management of Risk

The jobholder should ensure they understand their position within the Three Lines of Defence, and act accordingly in line with operational risk policy, escalating in a timely manner where they are unsure of actions required.
· Through the implementation the Global AML, Sanctions and ABC Policies, supporting Guidance, and Line of Business Procedures the jobholder will make informed decisions in accordance with the core principles of HSBC's Financial Crime Risk Appetite.

· The jobholder has responsibility for overseeing and ensuring that Operational risks are managed in accordance with the Group Standards Manual, Risk FIM, & relevant guidelines & standards. The jobholder should comply with the detailed expectations and responsibilities for their core role in operational risk management through ensuring all actions take account of operational risks, and through using the ORMF appropriately to manage those risks.
· This will be achieved by:
· Continuously reassessing risks associated with the role and inherent in the business, taking account of changing economic or market conditions, legal and regulatory requirements, operating procedures and practices, management restructurings, and the impact of new technology.
· Ensuring all actions take account of the likelihood of operational risk occurring, addressing areas of concern in conjunction with Risk and relevant line colleagues, and also by ensuring that actions resulting from points raised by internal or external audits, and external regulators, are correctly implemented in a timely fashion.

Observation of Internal Controls

· The jobholder will adhere to, and be able to demonstrate adherence to, internal controls and will implement the Group compliance policy by adhering to all relevant processes/procedures.
· The term ‘compliance' embraces all relevant financial services laws, rules and codes with which the business has to comply. This will be achieved by adherence to all relevant procedures, keeping appropriate records and, where appropriate, by the timely implementation of internal and external audit points, including issues raised by external regulators.

Qualifications :

Knowledge & Experience / Qualifications
·  Degree level educated.
·  Proven track record of issue and risk management and understanding of the 3LOD methodology.
·  Good knowledge of FCC and RC environment and understanding of associated risks and controls which are supposed to mitigate those.
·  Good working knowledge of the relevant databases: Helios, IRIS and Aramis and experience of interrogating the systems to identify relevant global issues and download them into Excel or other tools for analysis and reporting.
·  Strong written presentation skills (using Power Point or Word) to Executive level.
·  Ability to present information in a meaningful way to enable effective decision making.
·  Capable of working effectively in a high pressure environment.
·  Strong interpersonal skills with proven ability to communicate with senior stakeholders.
