Job description

The Financial Crime Compliance (FCC) Monitoring and Testing Assistant Manager role is based in Birmingham and works within our HSBC UK Financial Crime Compliance Monitoring and Testing Team, with specific responsibilities relating to Anti-Money Laundering.

HSBC's Financial Crime Compliance Monitoring and Testing (“FCC M&T”) programme provides ongoing and comprehensive testing to assess the adequacy of the effectiveness of and adherence to Financial Crime Compliance requirements. The bank's Monitoring and Testing model will operate consistently in all countries to deliver greater transparency and consistency of the reporting of global FCC risks to risk owners, control owners and senior management.

The FCC M&T programme tests against the adherence of FCC related regulatory obligations within countries and the actions taken by the organisation to manage Financial Crime Risk more broadly or under the global FCC programme across all geographies and business lines. The findings and actions identified through the FCC M&T programme form an integral part of the information provided to management at a country, business line and global level for managing FCC risk and meeting regulatory obligations.

Your responsibilities will include:

· Executing the Monitoring and Testing programme for assessing the adequacy and effectiveness of the organisation's actions in meeting regulatory requirements and obligations for managing Financial Crime Risk within the assigned area of responsibility in FCC Monitoring and Testing.
· Supporting management in leading and analysing the programme to assess the adequacy of actions taken by the organisation to address identified deficiencies in managing Financial Crime Risk within the assigned area of responsibility in FCC Monitoring and Testing.
· Ensuring through review work a comprehensive view of actual and potential FCC control deficiencies and the assessment of the effectiveness of the FCC control environment to risk and control owners in the organisation, within the assigned area of responsibility in FCC Monitoring and Testing.
· Ensuring that the FCC M&T target operating model, including policy and procedural requirements, is adhered to.
· Supporting the drive and leading the continued enhancement and development of the effectiveness of the Monitoring and Testing programme within the assigned area of responsibility in FCC Monitoring and Testing where Managerial responsibilities are held, to manage a team of AML FCC Compliance Monitoring and Testing specialists across all Global Business lines.
· Representing FCC Monitoring and Testing at Functional and/or Geographic governance committees for their assigned area of responsibility, to ensure that the identified risks and effectiveness of the FCC control environment receive adequate awareness in each committee.
· Building and maintaining relationships with Regulators and provide adequate representation of their FCC M&T area in regulatory interactions.
· Developing effective working relationships with senior executives across FCC, Global Businesses and Functions and regions to ensure that the identified risks and effectiveness of the FCC control environment are appropriately prioritised.
· Coordinating ad-hoc requests from Businesses, FCC teams and other stakeholders to review and if appropriate reprioritise existing plan and resources while still delivering an overall assessment of the adequacy of the FCC control environment.
· Delivering fair outcomes for our customers and ensure own conduct maintains the orderly and transparent operation of financial markets.
· Communicating a clear vision for FCC Monitoring and Testing that is aligned to the overall HSBC vision, Values and goals, and inspires and engages people to create an inclusive, high performing, customer-centred culture.
· Leading, developing and motivating the leadership team to attract, retain and develop the capacity, capability and talent to provide for succession and ensure delivery of business objectives.
· Setting expectations, sharing best practice and managing, monitoring, coaching and developing team leaders and others to ensure that they maximise their performance, meet the required standards, and continuously develop their capabilities and experience.
· Leading and encouraging constructive cross-country and cross-business teamwork by demonstrating collaboration and matrix management in action and challenging actions and behaviours that are not consistent with HSBC's diversity policy and/or the best interests of the business and its customers
· Suggesting ideas and contributing to implementing actions that will improve customer service, quality or the way teams and individuals work together.
· Adhering to HSBC policy, procedures and control requirements applicable to day-to-day working, exceptional and project activities, and raising any concerns about actual or potential issues promptly, in line with reporting and escalation procedures.
· Continuously monitoring FCC Monitoring & Testing , gathering information from Regional and External sources to assess potential impacts and identifying risks, necessary changes and business opportunities.
· Applying FCC Monitoring & Testing policies, procedures, practices and standards to their allocated tasks, taking responsibility for their own actions, ensuring the achievement of high levels of quality, effective risk management and regulatory compliance.

Desired profile

Qualifications :

The ideal candidate for this role will have:
·  Experience working in relevant environment/s, i.e. Monitoring and Testing or Assurance
·  and/or Financial Crime Compliance.
·  Availability to undertake the travel required for this role, i.e. travel within the UK - no more than 20%. Possible opportunities for travel within mainland Europe.
·  Willingness to undertake the training/study required in this role, i.e. opportunities should be available for the job-holder to study for a Diploma or Certificate level qualification relevant to the role.
·  Relevant product knowledge including knowledge of Anti-Money Laundering risks associated with products provided to Retail Banking/Wealth Management customers is desirable but not essential.
·  Experience working in relevant market/context, i.e. Financial Crime Compliance
·  Role relevant qualifications, i.e. Diploma or Certificate (or similar) in Anti-Money Laundering and/or Compliance is desirable but not essential.
·  Experience of using relevant software packages, i.e. Microsoft Office and Microsoft Outlook
·  A track record of constantly looking for ways to do things better and an excellent understanding of the mechanism necessary to successfully implement change.
·  Both spoken and written communication skills with experience of adapting your style and approach to the audience and message to be delivered
·  Experience of making prompt and practical business decision, even in times of ambiguity, considering various perspectives and taking responsibility for outcomes.
·  Used their business knowledge and understanding of customer needs to successfully manage and grow customer relationships.

The base location for this role is 120 Edmund Street, Birmingham, UK.

We are required by the Financial Services (Banking Reform) Act 2013 to create a ring-fenced bank in the UK by 1 January 2019. Entirely new from the ground up, HSBC UK's head office is opening in Birmingham. The location of this role will move to our new state of the art offices at 2 Arena Central during 2018.
