Digital Business Services (DBS) is a pivotal part of the Group, providing essential operational and technical support to our global businesses and helping improve customer service and efficiency. Role Purpose:
The CCO will be operating within the Performance Services team and mainly is responsible for:
1. embedding the Non-Financial Risk Framework across DBS Japan; and
2. supporting the COO and Head of Performance Services by working with teams internally and externally on the COO’s behalf, providing business management support (e.g. communications, strategy execution, financial management, governance, and people engagement) and a wide range of employee services and benefits.
The Japan Chief Control Officer (CCO) is a key role within the First Line of Defense and ensures the bank operates within its risk appetite by providing specialist risk and control knowledge and insights, promoting risk and control monitoring and decision-making. The role also leads, influences, coaches and supports interactions with senior leaders across DBS and HSBC Japan.
The role is critical in the context of increased internal, as well as external attention to identify, measure, evaluate, control and manage risk effectively. You will support the safe growth of HSBC Japan by ensuring CCO activities align to the bank’s strategy.
You will identify trends to anticipate future developments in the risk and control environment, challenge poor controls, tasks and behaviors, and challenge senior leaders to avoid introduction of unmanaged risk.
Principal Accountabilities:
Performance:
• This role will report directly to the Head of Performance Services, HSBC Japan
• Implement a consistent Non-Financial Risk Management Framework across DBS Japan, with a set of standardized risks and controls
• Partner with HSBC Japan executives and DBS functional heads to improve control effectiveness and reduce manual controls / processes
• Partner with different businesses and functions to implement best practice across 1LOD
• Lead post incident reviews in response to internal risk events, driving quickly towards robust root cause analyses and action plans
• Ensure operational and risk management best practices are identified, defined and implemented across DBS Japan in collaboration with the Risk function
• Understand and effectively manage the diverse risk management requirements of HSBC whilst driving increased quality of services across the DBS Functions
• Provide administrative support to the Country COO/ Head of Performance Services in areas below as required:
· Financial Management –provide support in robust financial planning, management, tracking and reporting, with Global/Regional/Country Finance.
· Governance – provide support in ensuring appropriate and consistent governance is developed and implemented with robust documentation and supporting management controls.
· People Strategy – coordination of initiatives to support the People Strategy to enhance staff engagement and internal communication.
· Service Performance Management – provide support in managing any “services” delivered to business, with appropriate benchmarks, metrics and reporting on efficiency, effectiveness, and success of those “services”.
· Support multiple functions in Performance Services where necessary (Admin, Third Party Risk Management, BCIM and EWRA)
Transformation:
• Shape and lead the strategy for the DBS CCO function
• Lead the overall CCO operating model work across the market, driving simplification and challenging the status quo
• Oversight of key risk programmes such as Operational Resilience
• Digitize and automate the CCO function using trending and insight analysis
• Work with Technology and Data & Analytics Office in defining the tooling and technical architecture that will support Operational Risk Management and Operational Resilience
• Work with the 2nd Line of Defense to continuously improve and identify further enhancement and/or simplification opportunities
• Deliver Change Execution – assist in managing business or team change, either internally or externally driven, effectively and efficiently, with appropriate stakeholder communication, to ensure the Country COO delivers their required services.
Stakeholders:
• Effectively manage stakeholder relationships across HSBC Japan Senior Leaders, Global Businesses, Global Functions, DBS Functions, products and network to drive DBS Japan risk priorities
• Collaborate with Risk & Compliance and Global/Regional CCO Functions through community to ensure commonality and consistency of approach and solutions
• Work collaboratively with Project stakeholders
• Work collaboratively with Performance Services Team and support each other to execute the DBS Strategy
• Build relationships with key stakeholders to deliver internal and external regulatory requirements
• Co-ordinate and manage relationships with internal and external audit stakeholders
Leadership & Teamwork:
• Active and engaged member of the DBS Senior leadership team, providing risk and control thought leadership
• Ensure that the team is adequately resourced and skilled to meet the demands of the organization and drive alignment across the Control Functions
• Drive a high-performance culture across wider CCO teams, through delivering standards, collaboration and effective people interaction
• Engaged and inspirational team leadership and management of direct reports, including effective performance management, talent management, succession planning and employee engagement
• Drive ‘Diversity and Inclusion’ agenda throughout by building a connected and collaborative Workforce
• Good relationship management, collaboration and influencing skills
• Strong verbal and written communications skills required in English. Japanese capabilities are preferable. Ability to communicate effectively and confidently at all levels across the Group
• Strong ability to articulate complex issues concisely and in simple language to support problem analysis
• Strategic thinker, with the ability to develop quickly and easily the vision into execution design and management, and to anticipate the “next issue”
• Practical experience of major business transformation activities is preferred but not essential
• Ability and comfort to work across cultures
Information
• Understanding of HSBC structures, processes, and objectives across the Group
• Knowledge of the external environment (risk, regulatory, political and market)
• Demonstrated experience of leading in a complex environment defining and implementing strategy and delivery of business transformation
• Demonstrated experience in a Risk Management domain
• Ability to quickly identify, assess and manage risks across a diverse range of functions/areas
• Proven ability in analytical reasoning, including being able to contextualize data into business activities and conclusions
• Excellent written and verbal communication skills at all levels of management, with strong attention to detail
• Excellent ability to build relationships by communicating, influencing, and negotiating effectively with senior executives, non-executives, regulators, third parties and internal management teams
• Outstanding interpersonal and communication skills, with a proven ability to communicate effectively and confidently at all levels
• Excellent verbal and written communications skills required in English, Japanese capabilities are required.
