Global Service Centres

Our Global Service Centres are an integral part of Global Operations. Employees based there manage day-to-day customer transactions and processes for the global businesses. This may include transactions for our retail bank such as processing loans, credit cards, insurance and mortgage applications, opening new accounts, and managing customer enquiries through contact centres and digital platforms.

Employees in the Global Service Centres also run and manage operations for commercial bank customers. This includes processing credit applications, facilitating payments and managing the import and export transactions that enable customers to protect and grow their businesses through international trade.

Role Purpose

This role forms a part of the 2nd Line of Defence structure and would provide FCC risk steward support to the GSC / Technology Operations in managing financial crime risks, primariliry Anti-Bribery and Corruption and Non Customer Sanctions. While country FCC would would provide advice on Anti-Money Laundering and Sanctions activities, GSC FCC would maintain high level oversight on these risks as well. Additionally there would be oversight responsibiltiies towards providing support to the Global FCC Monitoring activities. This role will also provide support as required on Reputational risk matters.

We are currently seeking an ambitious individual to join this team in the role of “Assistant Vice President (AVP) - GSC / HT Financial Crime Compliance (FCC), GSC's”. In this role, you will be responsible for the following:

Principal Accountabilities:

Impact on the Business/GSC

· Provide timely FCC advice and effective compliance support to GSC / HT Operations on financial crime risks

· Support the Global FCC management , the Global AML, Sanctions and ABC teams with implementing FCC strategy, Global Standards and other FCC-related policies and procedures, controls, and systems

· Establish clear assessment and understanding of risks within function/region and demonstrate ability to mitigate and transform the risk environment. Embed best practice in terms of management of basic risks and procedures at the functional - regional - country level (as applicable). Develop, implement and monitor appropriate FCC policies, procedures and processes for managing financial crime risks at GSC / HT Operations

· Active participation in the ORTP RCA & QA approach. Perform risk stewardship, review and challenge RCA's. Issue guidance and reinforce support to 1LOD

· Provide approvals for AB&C AB&C trigger scenarios i.e. while hiring connected candidates & engaging with high risk AP's / Charities and also basis the AB&C thresholds for G&E and non-customer sanction scenarios too e.g - during vendor sanction hits etc.

· Ensure compliance to Global Risk – Compliance FIM requirements, and adherence to home and host country financial crime regulatory requirements for the processes migrated to the sites assigned in his/her remit

· Governance and Reporting: Active and meaningful participations & contributions in the various governance structure / meetings

· Report immediately to line and functional management, all material or significant breaches as soon as these are identified and provide all other required management reporting to Global FCC and assist with remediation, as appropriate

· Monitor changes to the GSC / HT Operations ' practices and services to ensure adequate compliance support is provided

· Quality FCC practices developed, communicated and refined.

· Clear, accurate and timely advice provided to the Business/GSC on FCC matters.

· FCRA and OEE reviews. General assessment to be established against Issue management and MI. Resolution in line with assessment.

· RCA completion & QA and risk map qualitative assessment on challenges

· Meetings held with relevant stakeholders on regular basis. Required actions tracked through to completion.

· Monthly MI analysis & dashboard

· Adverse consequences arising from breaches or issues are managed, mitigated and reported, with remedial action initiated in line with the materiality of the risk/issue.

Customers/Stakeholders

· Act as the key point of FCC contact for GSC / HT Operations

· Drive engagement with 1LOD at functional and/or regional and country level (as applicable) i.e. Build strong relationships, adopting a professional approach to execute process in an efficient manner

· Work with Global FCC teams, relevant global/regional/country heads of FCC to ensure compliance deliverables are aligned with the Group and in support of the FCC's global strategy

· Coordinate and liaise with the FCRA team for GSC / HT Operations on FCC related processes

· Coordinate and liaise with other Risk functions, Global Assurance, Group Audit and other relevant support functions (e.g. HR) on FCC matters relating to GSC / HT Operations

· Provide input/advice on remediation actions regarding FCC issues highlighted by internal and external reviews

· Pro-actively assist the management in identifying and managing financial crime risks; fostering a compliance culture

· Clear direction/advice/guidance given to business/GSC teams in a timely manner with regular meetings, visits, contact maintained with key stakeholders.

· Effective relationship management demonstrated at all times.

· Provide input to regular committee reports within agreed timescales. Provide reports to FCC management in a concise and timely manner.

Leadership and Teamwork

· Work closely with line manager and the Global AML, Sanctions and ABC teams in delivering an effective FCC service to the business.

· Drive a high performance culture through delivering standards, collaboration and effective people interaction

· Ensure development activities are a core priority and enable self / all team members (as appropriate) to take reasonable time for learning and developmental activities

· Manage the provision of required FCC training for FCC team / 1st LOD as deemed appropriate.

· Good working relationship maintained with line manager and the Global AML, Sanctions and ABC teams

· Training completion metrics

· Set development plans for each direct reports

Operational Effectiveness & Control

· Oversee the monitoring of the implementation of Group Compliance controls. Oversee the monitoring of adherence to established policies, procedures and regulatory requirements.

· Escalation, oversight and resolution of issues relating to FCC risks are being resolved consistently and within timelines

· Ensure immediate reporting of all material breaches to Global FCC / as deemed appropriate

· Full integration into HSBC HR Consequence Mgmt process and annual operations including Working with the FCTM teams during any investigation / FCC escalations via HSBC confidential and other source

· Performance Oversight of FCC risks i.e. oversee and challenge 1LOD performance through a streamlined and fit for purpose governance model

· Produce an Annual Compliance Plan for FCC team that adequately reflects the accountabilities, financial crime compliance risk and resources requirements.

· MI reporting metrics

· Issue management report

· Appropriate action taken regarding material breaches and significant FCC matters

· Attending Governance meetings to manage performance oversight

Role Context (The environment and operating conditions of the role including the extent of guidance and authority)

GSC / HT Operations are part of HOST Operations (formerly Global Service Delivery and Global Change Delivery) The activities that were formerly part of Global Service Delivery will be known as ‘Business Services' whilst the Global Change Delivery activities will now be known as ‘Transformation'.

·
GSC / HT Operations has been established to centralise back-office and voice-related operations of Group entities from around the world. The GSCs are major contributors to the Group Strategic Plan of improving the cost income ratio of its businesses. All new processes must be reviewed and assessed for compliance risk and the implications understood in terms of both home and host regulatory requirements. Time frames are important for getting migrations operational in the GSCs and in this context the FCC teams must ensure the required compliance processes are implemented in a compliant manner.

In an increasingly regulation-driven global environment, the jobholder must maintain appropriate knowledge of the regulatory and Financial crime requirements in relevant locations.

Management of Risk (Operational Risk / FIM requirements)

The jobholder will need to implement Group FCC policies locally by managing the financial crime risk in liaison with Group FCC, and Business Partner FCC teams, and ensure adequate compliance resources, training, fostering a compliance culture

The jobholder will also continually reassess the operational risks associated with the role and inherent in the business, taking account of changing economic or market conditions, legal and regulatory requirements, operating procedures a nd practices, management restructurings, and the impact of new technology.

Observation of Internal Controls (Compliance Policy / FIM requirements)

The jobholder will also adhere to and be able to demonstrate adherence to HSBC internal controls standards. This will be achieved by adherence to all relevant procedures/procedures, keeping appropriate records and, where appropriate, by the timely implementation of internal and external audit points, including issues raised by external regulators.

Qualifications :

Knowledge & Experience / Qualifications (For the role – not the role holder. Minimum requirements of the role.)

Experience / understanding of financial crime risks and requirements preferably gained within HSBC or one of its peers

· 
Experience in legal, Risk & compliance, FCR 2nd line of defence and general audit is preferred

· 
Experience in MI / Sharepoint admin / set up related activities including analytical skills

· 
Proactive and possess the ability to work independently with some supervision from manager

· 
Strong interpersonal skills with the ability to communicate effectively at all levels

· 
Ability to organise/prioritise effectively and meet tight deadlines

· 
Excellent verbal and written communication skills

· 
Proven team player with an open communication style
