Job Description Summary
The Site Quality Engineer establishes, maintains and verifies the implementation of the site quality plan ensuring that the contractual, legal and internal requirements are met. He or she is responsible for ensuring that all quality control tasks are carried out, documenting the construction process and inspecting each stage of construction.
The Site Quality Engineer coordinates and reports on the site quality activities and on the related quality interfaces, maintaining client, project team, subcontractors and Unit Quality Manager liaison and communication on quality related issues.
Job Description
Main Responsibilities
Customer Care:
· Check that customer requirements are fully determined, reviewed and considered in all site activities
· Check that Customer requests on site are communicated and answered with the relevant reactivity
· Ensure that Customer complaints, if any, are communicated to the Project Manager and to the Unit & Project Quality Managers
· Ensure that Customer property on site is identified, verified as conformed, protected and safeguarded
Site Quality Plan
· Execute the Site Quality Plan in collaboration with the Unit & Project Quality Managers, Project Manager, Engineering Manager and Erection, Commissioning Managers and Site Quality Manager
· Review work procedures and method statements for compliance with good work practices and with the contract requirements and make them approved by the Project Quality Manager or by the Project Manager
· Check on a regular basis that quality-related activities are in line with the project time schedules
Quality Management
· Manage the site quality activities, interfaces and reviews, liaising with customers quality representative, Project Quality Manager, internal departments, suppliers and subcontractors on matters related to quality
· Manage and maintain the follow-up tables of deviations (NC) and snag lists, controlling non-conformity reports and remedial actions
· Participate in analysis of site deviations, problem solving and site corrective actions
· Monitor and communicate the progress regarding the Site Quality objectives
· Support the Site Quality manger in planning, organizing and running of monthly site quality reviews
Suppliers and Sub-contractors Quality
· Verify and document that materials received for the project are in conformance with the approved submittal, are handled and stored appropriately and are acceptable for use in the project
· Liaise with the Logistic department for necessary insurance claim to be done in line with internal transport damages or losses procedure
· Liaise with the Project Buyer and with the Site Manager in Quality aspects related with Equipment delivery, Site supervision, Site Acceptance Tests and Quality records
· Conduct preconstruction meetings with subcontractors and the Site Manager prior to the start of each new phase of the work to discuss issues that affect quality
· Participate in weekly quality meetings with the subcontractors QC personnel
· Monitor the related Inspection and Test Plan(s) for the site activities, to ensure work is correctly prepared prior to inspection and to physically participate in Site Inspections and Tests
· Inform the Site Manager and jointly stop work if necessary to resolve matters that affect quality and/or inhibit the logical progress of work
Control of Records
· Ensure that records (evidences of conformity to requirements) of internal and of subcontractors’ origins are identified and collected (Among them: Site Quality Plans & ITPs, construction and testing method statements, Inspection & test reports, Log of NCs and pending points, Hand-Over Certificates, Site Modification forms, )
· Review inspection reports for compliance, checking the appropriateness of the content of the Quality records (acceptance criteria, recorded values, tolerances, calibration status of measuring tools, validations …)
· Assemble and forward site closeout documents
Control of Documents
· Ensure that the site documents are identified, recorded in system and easy to access, and their distribution to the subcontractors is controlled
· Ensure that relevant version of applicable documents is available at points of use
· Ensure that changes and the current revision status of documents are identified, and that unintended use of obsolete documents is prevented on site
Education / Experience
· Bachelor's degrees in construction or quality management (alternatively strong experience / references are receivable)
· Training and experience in Quality systems, Quality management, Quality Audits, Quality assurance & control
· Training and experience in problem solving methods and tools
· Experience in construction and commissioning areas (materials, methods, and techniques)
· Experience in development and implementation of Construction Quality Plan and Inspection and Test Plans related to HV turnkey projects
Specific knowledge / Competencies
· Fluent in German and good knowledge of English
· Knowledge of national safety and quality laws
· Ability to teamwork and easy contacts with other managers
· Organizational skills and an eye for detail
· Knowledge in turnkey projects development and interfaces
· Ability to work under pressure and to work in remote locations
· Knowledge and rigor in the documentation process (documents and records control)
· Proficient with MS Office, Access, Word, Excel, PowerPoint etc.
