Role Summary/Purpose
The High Voltage Field Engineer will be responsible for conducting planned maintenance outages and in correcting unplanned outages in renewable energy project substations. In this position, you will bring extensive knowledge and experience testing substation components, systems, and expertise in troubleshooting and return to service evolutions.
Essential Responsibilities
As the High Voltage Field Engineer, you will:
· Review arc flash hazard studies, read one line diagrams, schematics, civil drawings, mechanical drawings, equipment manuals, and other technical documents to develop switching orders for HV operations in the substation and collection system.
· Work safely in and around energized substations and collection systems, perform thorough inspections of substations, collection, and transmission systems, and respond to off-hour trouble issues and events
· Troubleshoot and provide Enterprise Asset Management (EAM) for Covered BOP
· Set up and support of the latest IBM Maximo® Asset Management or other EAM software substantially similar in quality, performance, functionality and reliability
· Record switching orders and lock out-tag outs in the EAM system
· Complete plant system-equipment hierarchy with critical nameplate data
· De-energize equipment and safely discharge stored energy, troubleshoot equipment problems and issues to the component level, and remove & replace faulty electrical components (e.g. motors, aux relays, and coils)
· Download event files from the SEL (Schweitzer Engineering Laboratories) relays and Tesla DFR (Digital Fault Recorder)
· Enter, update, and maintain CMMS (Computerized Maintenance Management Software)
· Perform standardized OEM preventative and predictive maintenance, as well as fleet and site HV maintenance, cost reporting and analytics
· Communicate effectively with BPA and SCE for all substation matters (e.g., switching, troubleshooting)
· Author, perform, and proof switching procedures
· Perform SEL Relay interrogation and the ability to input configuration changes
· Troubleshoot three (3) HV Substations, Ring Bus, Interconnecting Cabling
· Maintain knowledge of applicable contractual obligations and ensure services provided, emergency repairs, and outage responses satisfy contractual requirements with respect to scope, frequency, and/or reporting requirements
· Maintain strong safety mindset to assure the executed work reflects the technical requirements within GE safety standards, including driving EHS culture and ensuring compliance to include: conducting periodic audits of team LOTO programs and PPE (Personal Protective Equipment); and planning, preparing, and/or instructing HV and electrical safety training programs as required in-order-to impart and perpetuate field engineering and electrical safety HV operations
· Coordinate with customer and internal control centers, and work with SCADA support teams as needed to maintain the integrity of the wind farm power collection systems as a whole
· Assist in creating control center monitoring protocol and operating procedures for substation monitoring
· Provide technical insight and expertise regarding electrical power systems and develop and further expand technical knowledge and expertise of currently recognized industry standards for HV system maintenance
· Maintain proficiency in the use of tools and test equipment required for routine maintenance and testing of substation components, including transformer turns ratio testers, DLRO (Digital Low Resistance Ohmmeter), hi-pot testers, breaker testing equipment, and relay test instruments; ensure safe use of additional equipment such as man lifts, bucket trucks, fork lifts, aerial platforms; and identify necessary safety equipment and tools (e.g., grounds, switch-stick, meters)
· Train team and on-site personnel in IR (infrared) scanning techniques, proper switching of pad mount transformers, transformer oil sample collection, substation battery testing and maintenance, other HV eBOP (Electrical Balance of Plant) activities, LOTO (Lock Out & Tag Out), electrical safety, and best work practices
· All other duties as assigned
Qualifications/Requirements
· Bachelor's Degree in a Technical Electrical / Electronic discipline from an accredited college or university (OR an Associate's Degree in a Technical Electrical / Electronic discipline with a minimum of 2 years experience in substations, experience in substation and relay testing OR a High School Diploma / GED with a minimum of 3 years experience in substations OR equivalent Military education and a minimum of 3 years of experience in substations)
ELIGIBILITY REQUIREMENTS:
· Ability and willingness to travel often and for extended periods of time domestically in the US a minimum of 80% of the time; as required
· Ability and willingness to possess and maintain a valid driver's license
Desired Characteristics
· Experience in substation and relay testing
· Licenses and Certifications: NETA (International Electrical Testing Association) or NICET (National Institute for Certification in Engineering Technologies) SEL(Schweitzer Engineering Laboratories)
· Hands-on experience with pertinent test equipment
· Strong interpersonal and leadership skills
· Communication and problem solving skills
· Six Sigma or equivalent quality certification
· Familiarity with Energy Wind operating functions
· Self-motivated and self-starter
· Ability to motivate support groups and convey urgency in customer needs and concerns
· Knowledge of NERC (North American Electric Reliability Corporation) / CIP (Critical Infrastructure Protection) / WECC (Western Electricity Coordinating Council) / ISO (Independent System Operator) / OSHA (Occupational Safety and Health Administration)
· Knowledge of WFMS (Wind Farm Management System) / GE WindControl / GE WindScada
