Job Description Summary
Power Conversion & Storage is seeking a highly skilled Senior Proposals Manager – Marine Defense to lead the development of winning proposals for Department of Defense (DoD) and defense contractor customers. This role is critical to supporting our growth strategy and will be responsible for managing the full lifecycle of complex proposals, from capture integration through final delivery. The ideal candidate will have a deep understanding of Federal acquisition processes, exceptional organizational and leadership skills, and demonstrated experience managing competitive proposal responses across a range of contract types (IDIQs, GWACs, task orders, etc.).
Guided by commercial practices and policies this position exercises high levels of commercial judgement and will be responsible for evaluating the commercial terms for all prospective opportunities as well as oversee the risk process (which includes the legal, financial and commercial aspects of the deal).
This role is an independent contributor and reports to the North America Commercial Operations Leader.
Job Description
Roles and Responsibilities
· Responsible for developing commercial proposals, contract negotiation and managing commercial risk to secure profitable business for the Power Conversion business.
· Lead contract negotiations and customer meetings including the legal aspects of the contract i.e. limitation of liability, insurance, indemnities, etc.., and bring the deal for closure/contract signature.
· Understand and have the ability to create project cash flows based on the project profile, exchange rates fluctuations (USD, EUR, BRL, etc), and cost escalation models. Become proficient with use of financial, cost/pricing and technical tools associated with above responsibilities.
· Development of commercial proposals for low, medium and complex RFQ/RFI/RFP, working cross-functionally with Sales, Legal, Finance, Engineering and Sourcing aligning customers’ expectations against the company’s profitability and risk profiles.
· Ensure compliance with the commercial risk process for all transactions and lead the technical, profitability and commercial inputs during presentations at risk meetings
· Communicates difficult concepts and may influence others' opinions on particular topics by guiding others to consider a different point of view.
· Interfaces with other GE Vernova businesses and works globally to increase our penetration in the markets.
· Uses high level of judgment to make decisions and handle complex tasks or problems within projects, markets, sales processes, or customers. Has ability to assess quality of information given and ask pertinent questions to stakeholders or customers.
· Able to offer new solutions to problems outside of set parameters and is able to construct and provide recommendations. Uses multiple internal and some external sources outside of own function to help arrive at a decision.
· Works with regional commercial and risk teams to identify opportunities for simplification and productivity.
Required Qualifications
· Bachelor’s degree in engineering, Business, or equivalent (minimum of 10 years of professional experience)
· Minimum of 5 years of experience in Commercial operations, Sales, Business and/or Contract Law or equivalent experience associated with gas / steam turbine / power plant, wind power, variable frequency drives, electric motors, or grid products
· Minimum of 2 years of experience with reviewing customer specifications, proposal development, contract development and direct negotiations for equipment and/ or services sales and consortium agreements
· Due to DoD requirements, candidates must be US citizens.
· Must be able to obtain and maintain DOD security clearance.
· Ability and willingness to travel 20% of the time.
Desired Characteristics
· Working knowledge of supply and services contract structure
· Working knowledge of FAR/DFAR terms and conditions
· Experience supporting proposals for key DoD customers (Army, Navy, Air Force, etc) and/or civilian agencies.
· Strong track record of working with cross-functional teams
· Technical knowledge of electrical solutions, including automation, low & medium-voltage motors, and variable speed drives.
· Bachelor's degree in Engineering is preferred
· Prior technical sales and contract negotiation experience.
· Strong project time management skills
· Customer-focused mindset with proven ability to respond quickly to customer needs
· Strong coordination and influencing skills
· Knowledge of customer financial drivers / needs
· Ability to utilize analytical software and sales tools (CRM, Excel, Word, etc.)
· Ability to multi-task on a variety of projects to strict time scales.
