Our GPS Technology Organization is a structure within the US GPS practice that implements and maintains a new operate and technology model designed specifically to support U.S. defense and Government engagements.   

The opportunity  

As the Technology Business Manager, you’ll be responsible for establishing and operating the business management office (BMO) function for the GPS Technology Organization (GPS TO).  The position will help ensure the successful support and delivery from GPS TO programs and projects to schedule, budget and quality. You’ll need to have expertize of the IT operations and systems knowledge and the inter-related processes that ensure the overall management of the BMO office and support of the GPS TO leadership. You excellent knowledge in related processes such as Resource Management, P&L/Resource Financial Management, Supplier Evaluation and Vendor Relationship Management and Sourcing Strategy oversight, methods and tools and quality assurance is also key for success.  You’ll need strong stakeholder relationship management skills to successfully lead and manage the resources who support the program/project teams.

You’ll also be responsible for monitoring the entire discipline within the BMO office.  As such, you’ll need to be familiar with project objectives and scope to effectively support the delivery, reporting and financial activities of all projects. 

Your key responsibilities  

· 
Responsible for BMO financial reporting, data analysis and controls  

· 
Defining the strategies of the BMO and its support of all aspects of GPS TO 

· 
Providing direction to direct staff and serve as point of escalation for issues 

· 
Recommending effective methods of reporting financial performance and usage metrics using data modelling, dashboards and statistical analysis 

· 
Extracting raw usage and financial data from business databases and data warehouse and performing analytics to produce meaningful reports that enable decision making by the program leadership and sponsors 

· 
Creating methods for automating financial reporting and data analysis to enhance efficiency  

· 
Analyzing reports for the purpose of maintaining expenditure controls 

· 
Consulting with managers to ensure that financial adjustments are made in accordance with program changes 

· 
Matching appropriations for specific programs with appropriations for broader programs, including items for emergency funds  

· 
Supporting the development of performance status / dashboards that encompass key metrics to be reviewed with senior stakeholders 

· 
Maintaining project documentation, performing analyses and generate project reports schedule and project financial management 

· 
Overseeing the components of demand management process 

· 
Assisting in rolling out of new tools for resource Budget Planning and Resource Management processes throughout the FY 

· 
Overseeing the P&L line items related to Resource Management as they relate to the FY Budget Planning processes 

· 
Providing stewardship of our portfolio assets and resources, ensuring transparency of our operations and enabling fact based, data driven decisions 

· 
Counseling technology personnel as required on process and tool clarifications 

· 
Identifying and analyzing long term resource demand indicators, stated demand and evaluating historical utilization 

· 
Identifying short term resource requirements to support staff augmentation alternatives for project delivery 

· 
Tracking plan, actuals and forecast for employees, contractors and SOW labor types within each team 

· 
Providing KPI & Trend Reporting and Analysis that aligns with GPS and EY Technology metrics and benchmarks 

· 
Providing ongoing support to the GPS TO teams for supplier sourcing strategies, and ensuring they align with EY Technology overall strategies 

· 
Analyzing data as required to generate ad-hoc or standardized reporting for the GPS TO 

· 
Documenting risks and issues on projects 

· 
Collaborating with GPS TO leadership and personnel to develop risk management and issues management plans and to select and implement the most appropriate solution 

· 
Monitoring project scope, schedule, costs, resources, quality and risk to ensure project activities/tasks are occurring as planned and any variances are identified for BMO workstream assigned 

· 
Applying appropriate judgment to escalate to GPS TO leadership

To qualify for the role you must have   

· 
Graduate or equivalent, MBA preferred 

· 
Experience: 

· 
6+ years of experience in project administration, program administration and/or a PMO  

· 
4 to 6 years of experience in an IT environment  

· 
2 to 3 years of experience on small projects 

· 
Experience working in a complex IT environment 

· 
Theoretical understanding of project management methodology, tools, techniques and terminology 

· 
Ability to obtain and maintain Top Secret Security clearance level

 Ideally, you’ll also have  

· 
Familiarity with service contracts and networks preferred  

· 
Work experience in a professional services industry preferred
