At Eni , we are looking for a Contract Engineer within Eni Vietnam in Ho Chi Minh City , Vietnam . You will be responsible for performing and managing, in compliance with directive received from the Contracts & Procurement Coordinator, all aspects relevant to the contract’s execution, audit and administration activities associated with contracts for the Company. Purchasing materials, spare parts, equipment, and services following established purchasing policies and procedures, and optimizing prices, delivery, and terms. Realizing purchasing and contracting activities effectively and by the procedures and business processes.
As a member of the procurement team at Eni Vietnam, you will be responsible for :
· Full procurement process from receipt of purchase/service requests from end-users until contract award, mainly for critical drilling-related services and a diverse set of other services as assigned by the company. Tasks include but are not limited to the following:
- Supporting analysis and verification documents requesting for purchase/service requests by end-users;
- Before starting any procurement process, prepare a contracting strategy and draft letters to obtain necessary internal and external approvals (Petro Vietnam/Partners) in compliance with the company's internal procedure and PSC/JOA in place. In doing this task, ensure that the most appropriate vendors are selected to participate in the procurement process, through the use of local and HQ vendor databases and, if needed, the market scouting processes.
- Developing invitation to tender / request for quotation documents including drafting of contracts in compliance with internal policies and procedures and applicable laws; reviewing and analysing technical specifications to be integrated into the invitation to tender / request for quotation documents.
- Managing the entire procurement process transparently and ensuring confidentiality is maintained during the full process to cover all operational risks and compliance with obligations and procedures in force; liaising with technical departments and other related departments for technical advice, when necessary.
- Leading commercial negotiations with vendors to obtain the best pricing and contractual terms; performed contract risk report analysis and due diligence checks of vendors by internal procedures.
- Accurately perform Commercial Evaluation; prepare award recommendations and draft letters to obtain necessary internal and external approvals (Petro Vietnam/Partners) in compliance with company internal procedure and PSC/JOA in place.
- Preparing handover documents and conducting handover meetings (when necessary) of contracts to ensure transmitting properly all information under the contract to end-users.
- Archiving all relevant documents/correspondences both electronic copies and hard copies to guarantee transparency and traceability of the procurement process for audit purposes.
- Timely providing advice and support to Contract Administrators in the interpretation of the contract and contract post-award claims.
- Supporting Contracts & Procurement Coordinator/Head of Contracts & Procurement in providing necessary clarifications/documentation for internal/external audit queries.
- Proactively contribute to supporting the company in reaching the HSE assigned objectives and promoting the sustainability goals of the company.
- Performing other duties as assigned by the Contracts & Procurement Coordinator/Head of Contracts & Procurement.
This is the opportunity for you if you have these skills and requirements :
· Bachelor’s degree in business, Economics, Supply Chain Management or related fields. CIPS certificate is a plus;
· Working experience in Contracts & Procurement, preferably in the Upstream Sector of the Oil & Gas Industry is a plus;
· Computer literacy in Microsoft Office;
· Proficiency in oral and written English.
· Ability to work independently and manage multiple purchasing processes and to work under pressure (i.e. capacity to self-organize, balance responsibilities and prioritize as required by business needs);
