Job description

JOB PURPOSE:

 

To manage and lead the multicultural team of I&C Technicians and apply specialist I&C expertise to carry out fault investigations, defect rectification and preventive maintenance, together with modification jobs at Power and Desalination Plant.

To ensure plant I&C equipment is maintained to maximize the reliability and availability of plant utilizing OEM instruction manual and approved I&C maintenance procedures.

To assist the I&C Engineer in ensuring that all I&C equipment is well maintained, and all notifications of planned and unplanned work are completed on time.

Performance Indicators

Safety at Work

·  Ensures the compliance of IMS. Ensures a safe working environment for himself, his colleagues and contractors while working on any equipment
·  Obtains a Permit to Work for each job as necessitated by the safety and associated Procedures
·  Ensures all Method Statements, Work Instruction and Procedures are followed by himself and Contractors while undertaking any work
·  Ensures that all appropriate tools are available to ensure work can be carried out safely on equipment
·  Supervises I&C Technicians and Contractors to ensure Safety Rules and HSE procedures are followed
·  Reports any unsafe conditions in accordance with procedure

 

 

 

Continuous on-the-job application of Safety rules and HSE procedures

 

Frequency of Safety Incidents and near misses. 

 

Lost Time Injury Frequency Rate (LTIFR).

Maintenance Task Planning and Execution

·  Ensures maintenance tasks are completed by the Technicians as per Work Orders generated in CMMS
·  Ensures work done notes on maintenance carried out is documented in CMMS
·  Produce reports as necessary on any maintenance activity
·  Plans for and ensures that maintenance of all I&C equipment is in accordance with OEM manuals and best practices for the equipment
·  Along with the Engineer, ensures I&C maintenance planning is correctly scheduled so that all equipment is maintained as per recommended intervals

 

 

Closed out Work Orders;

Equipment Failure Trouble Shooting and Repair

·  Supports the 24-hour operation by being regularly available for call-out at short notice
·  Attempts all possible means of reducing equipment downtime and ensuring high plant availability
·  Performs trouble shooting activities as necessary to determine failure conditions and rectifies defects found
·  Records and reports to the Engineer all rectification jobs undertaken
·  Generates reports of equipment failures
·  Performs Root Cause Analysis of Failures
·  Works with Plant Operations Personnel for resolving problems encountered with I&C equipment.

·  Assists the Engineer in planning daily Job.

·  Ensures appropriate tools and equipments are available at work sites and used while performing any job.
·  Ensures that tools are in safe and in good working order.
·  Report loss/ damage  of tool to I&C Engineer
·  Informs the I&C Engineer of any requirements for tools

·  Lead a team of I&C technicians and support staff to fulfill the day to day I&C maintenance activities at the power and desalination plant.
·  Practical knowledge of major I&C component maintenance associated with GT, ST HRSG in combined cycle configuration and desalination processes.
·  Strong understanding of Health, Safety and Environment management systems, Quality assurance and Safety rules.
·  Ability to recognize safety issues and hazards to personnel, and to act on own initiative in preventing incidents
·  Assists to manage all I&C maintenance activities associated with defect and planned maintenance programmes, through a team of site based technicians with support from contract staff.
·  Organizing spares, tools and equipment to carryout I&C maintenance activities
·  Performs trouble shooting activities as necessary to identify failure conditions and rectifies defects found.
·  Ensures maintenance tasks are completed by the Technicians in accordance to Work Orders generated in CMMS.
·  Discuss with the I&C Engineer for planned and unplanned jobs undertaken.
·  Supports the I&C Engineer for outage planning and execution
·  Ensures work done notes on maintenance carried out is documented in CMMS
·  Places requisitions for purchase of required spares and consumables
·  Acts as a mentor and recommends the appropriate training for the I&C Technicians.
·  Practical knowledge of the isolation of plant.
·  Knowledge of international health & safety working practices
·  Computer literacy and basic awareness on ICS Cyber security.
·  Good command on English Language

COMMUNICATION AND WORKING RELATIONSHIPS:

Internal:

·  Daily communications regarding plant maintenance and people issues with the Engineer
·  Daily co-ordination and cooperation with the Operations and Maintenance teams and external parties for routine and emergency activities
·  Regular communications with the maintenance team regarding maintenance strategy, technical problems, issues and individual’s development needs. 

FRAMEWORKS, BOUNDARIES, & DECISION MAKING AUTHORITY:

·  The jobholder operates under the general guidance of the Engineer on all routine issues related to plant operations and team management
·  The jobholder is free to plan and manage own areas of activity within policy/procedural boundary limits
·  Any extraordinary issues arising outside of set policies and procedures are referred to the Maintenance Manager/I&C Section Head /Engineer for discussion and approval of recommended actions.
