Contract Type: Permanent (Full-Time)

As an Assistant Buyer you will be responsible for ensuring that you provide a supporting role for a range of non-strategic contracts to ensure that operational procurement demands are managed effectively allowing overall business targets to be achieved

Key Responsibilities in this role will include:

To manage contract and supplier performance on low value, not necessarily contracts in line with customer needs aimed at improved delivery and customer satisfaction.
Manage the OJEU tendering process for selected contracts
To be proactive in supplier management in identifying and resolving operational and tactical issues on low value contracts.
To support the delivery of savings to NHS SC customers
To manage the process for product recalls in a timely manner i.e. MHRA or manufacturer recalls
Contribute to the management of the product council and task force groups
To maintain the product database with amendments for existing products, or the introduction of new products
Work closely with other Junior Buyers to ensure consistency and best practice.
Be an active member of the Procurement team, supporting teamwork and joint learning and development initiatives
Contribute to formulation, review and implementation of policies and procedures.
Participate in projects and initiatives as appropriate.
Assist in maintaining own and others' Health, Safety and Security.
Develop own knowledge and skills and provide information to others to help their development e.g category or market area
Create product or service specifications
Analyse the effect of supplier price changes on business margin and NHS SC catalogue prices

Desired profile

Key skills and experience in this role will include:

Basic understanding of OJEU obligations and how day-to-day activities contribute/are impacted by legal obligation.
Basic understanding of the difference between procurement within the private sector and public sector.
Basic understanding of how Government departments interact with the business and our obligations to them.
Compliance with administrative and procedural needs through adherence to pre-defined rules/procedures, under close supervision
Able to place orders within the framework of nationally/locally let agreements.
Draft basic tender documentation, using E-procurement tools, ensuring appropriate terms and conditions and pricing requirements are included.
Monitor contractor performance against pre-determined milestones, and to identify when corrective action needed.
Requires support to negotiate improvements.
Limited awareness of strategic agenda and issues.
Involvement in supporting or administrative capacity only, under close supervision.
Limited awareness, understanding of supplier and customer relations.
Supportive administrative involvement only, under close supervision.
Awareness of markets as a source of supply, but no detailed market and product knowledge, with limited commercial focus.
Administrative supporting involvement only under close supervision.
A full understanding of financial accounts, appraisal and of supplier cost bases.
Full understanding of external cost pressures and how these drive business operating costs (commodity, fuel etc.)
Intermediate MS Excel skills
