Position Description
CGI Federal is seeking a Technical Writer III to support the ESU/ERF division of FBI in Quantico, VA.

The Federal Bureau of Investigation (FBI), Science and Technology Branch (STB), Operational Technology Division (OTD) is responsible for developing and deploying technology-based solutions to enable and enhance the FBI’s intelligence, national security and law enforcement operations. OTD provides the vision, leadership, and direction which ensures the operational availability of state-of-the-art technologies.

The Executive Support Unit (ESU) is responsible for Operational Coordination in support of FBIHQ and Field Office investigative programs. ESU is also responsible for establishing and maintaining technical liaison with commercial industry, domestic and foreign government agencies, and academia. ESU reports directly to the Deputy Assistant Director (DAD) of OTD and maintains divisional programs in support of the AD's agenda such as Strategic Communications, Export Control, Internet Governance, and OTD support to the Office of Congressional Affairs. In 2014, based upon the volume of requests for information, ESU was tasked to manage the accuracy and timely dissemination of information requests directed to OTD. As part of this function, ESU works closely with executive management to prepare such products as executive speeches, talking points, congressional testimony, newsletters; and provides outreach and education services to enhance information sharing and bureau employee knowledge of OTD programs.

Top Secret Clearance, SCI clearance will be needed to work on various projects
Work Hours: 8:00 a.m. – 4:30 p.m. Monday thru Friday
Work Location: FBI Quantico Complex, Quantico, Virginia Your future duties and responsibilities
• Provide executive-level communications staff support to OTD Front Office and various OTD programs.
• Prepare executive speeches, articles, reports, briefing papers, presentations, marketing materials and talking points involving complex technical topics for executive audiences with diverse levels of understanding of FBI activities.
• Write and edit targeted communications, frequently with short deadlines, by researching and gathering information from a variety of sources and selectively choosing appropriate information based on the audience, the classification level, and the desired strategic message.
• Analyze sensitive communications to determine the accuracy and probable interpretation and reaction to the material by the reader(s) or audience. Consult with OTD executive management, technical subject-matter experts, and use knowledge of FBI program functions and policies to provide the most thorough, objective and accurate product.
• Edit, standardize, or revise material prepared by other writers or personnel and determine appropriate changes or revisions, ensuring they align with OTD and FBI’s objectives and strategy. Consult with authors, program managers, and technical subject matter experts, as appropriate, to confirm information or obtain additional information.
• Facilitate approval of both content and style for all written products through appropriate channels.
• Assist in developing and maintaining robust internal and external communication strategies to effectively convey OTD’s mission to other FBI Divisions, its Law Enforcement partners, Congressional oversight authorities, the media, and other specialized audiences. Required qualifications to be successful in this role
• Bachelor’s Degree
• 10 years of journalism or creative writing background and/or experience as a writer within the intelligence, defense, or law enforcement communities.
• Technical writing, reviewing, and editing experience (minimum two years).
• Excellent written and oral communication skills.
• Experience writing for executive-level audiences.
• Expertise in talking points, marketing materials and other publications to convey information concerning complex programs and policies to audiences with diverse levels of understanding of FBI activities.
• Expert skill level in research and knowledge of resources in order to develop and use specific and accurate data in writings and supporting documentation and preparing written material.
• Excellent attention to detail and organizational abilities.
• Excellent interpersonal skills with the ability to build effective working relationships within all organizational levels.
