Role synopsis

Currently around 80% of voyages executed for the BP Group are completed on third party marine vessels. BP Shipping manages risks, adds value and works in partnerships with other BP entities involved in marine transportation of bulk hydrocarbons to support BP Group's strategy of building a platform for growth.

Within BP Shipping the global Vetting & Clearance team is accountable to ensure that the vessels operated by 3 rd parties meet BP's HSE marine policy standards and that the global locations they visit to conduct hydrocarbon transfers are suitable.

The BP Shipping V & C Superintendent is an integral barrier in managing marine HSE risks posed to the BP Group where transfer and transportation of bulk hydrocarbons (LNG, LPG, crude oil, products, chemicals and petcoke) involves third party marine assets.

V&C's diverse team of highly experienced Master Mariners, Chief Engineers and Naval Architects coming from wide industry backgrounds are globally deployed in London, Rotterdam, Singapore, Guangzhou, Melbourne and Chicago and provide coverage to the wider BP Group on a 24/7 basis.
The V&C Superintendent plays a key role in setting mitigating measures to support business delivery in challenging marine environments.

She / He will be responsible for providing assurance to BP businesses and associates for marine related activities, through performance of a combination of routine marine assurance assessments, vetting and clearance and providing ad-hoc marine advice and support.

This demanding and fulfilling role will require an experienced marine professional who can work inclusively with BP Shipping's assurance teams as well as collaboratively with BP's numerous commercial and operating entities.
The successful candidate will have extensive HSE experience in shipping operations as well as a strong bias towards LNG and/or LPG vessels and operations.

Key accountabilities

·  Perform vetting and clearance activities, including assessment, screening and clearance of LNG, LPG, oil, chemical and dry bulk vessels and terminals.
·  Conduct evaluation of owner/manager and terminal assessment reports to determine their conformance with relevant industry and HSE standards and their suitability for use by the BP Group.
·  Conduct risk assessments of third party marine assets for use by BP where these assets fail routine marine assurance assessments AND where the business is unable to find suitable alternatives. To set in place sufficient measures to mitigate risk to BP.
·  In conjunction with other regional teams, maintain the iMAS database and other relevant sources in order to maintain accurate and contemporary information.
·  Support the Regional V&C Manager in ensuring consistent application of all marine assurance policies and procedures and provide guidance to BP businesses to ensure similar compliance.
·  Provide Operational Assurance for time chartered vessels and ensure delivery of HSE performance of the time chartered fleet.
·  Contribute to identifying scope of current and future shipping and marine related activities, providing early marine advice to ensure compliance with the Group OMS, including involvement in projects/peer group reviews and pre/post start up audits.
·  Provide feedback to the Assessment and Inspection team to support the development and promulgation of assessment/inspection best practice with the objective of achieving global consistency of audit/inspection activity across employed and sub-contracted auditors/inspectors.
·  Provide vetting and clearance support and advice to BP Terminals, Charterers, Operators, Logistics Teams, third parties, BP contractors, and other shipping and marine activities as requested.
·  Provide assurance that BP Group customers are correctly invoiced for Vetting activities. To develop innovative measures in support of recovery of vetting costs.
·  Provide feedback to the Regional V&C Manager on regional compliance through internal reporting systems and direct inspection of all relevant marine standards.
·  Provide training to newly appointed V&C Superintendents and support the Regional V&C Manager in ensuring competency within the team.

Essential experience and job requirements

·  Hold a Class 1 Deck or Engine Certificate of Competency coupled with experience sailing as Master/Chief Officer or Chief Engineer/ 1 st Engineer on board oil, LNG, LPG or chemical tankers.
·  Experience as a Ship Manager or Marine/Engineer Superintendent or Naval Architect.
·  Deep understanding of OCIMF's TMSA, MTIS and STS Provider Self-Assessment programs.
·  Broad understanding of OCIMF's SIRE inspection program.
·  Lead ship and safety management system audits.
·  Experience of Ship to Ship transfer operations.
·  Experience of participating in marine incident investigations
