Role synopsis

The Process Safety Engineer is accountable for process safety compliance and delivery across the Cherry Point Refinery in support of both short and long term safety and business objectives by advocating, promoting, and institutionalizing process safety practices. This position provides technical process safety guidance and support through interfaces with much of the Refinery including Operations, HSSEQ, Reliability, Projects and Process Engineering. The Process Safety Engineer will be actively involved in regulatory required Process Hazard Analysis (PHA) and Management of Change (MOC) activities to ensure an independent perspective where risks are properly and consistently characterized and acceptable mitigations are identified. The role requires a functional understanding and the application of process safety standards and guidance from internal BP requirements, industry guidance and state and federal laws.

Advanced opportunities may also be available for special assignment or development roles in either more specific cross business technical assignments or in other business areas such as higher turnaround support or commercial roles.

Key accountabilities

·  Advises the site on PSM best practices, policies and standards ensuring their application to action closure, hazards resolution and risk reduction measures.
·  Applies a CI approach while working with Operations, Engineering and other groups to implement and improve our approach towards compliance with Group and Segment standards related to Process Safety.
·  Ensures consistency in HazOp and LOPA methods and execution between units through systematic practices.
·  Assists in driving systematic review and replication of risk reduction measures between units and operating areas.
·  Maintains integrity of HazOp execution and completion by assisting unit process engineer during and after the revalidation process.
·  Ensures that projects identified for risk reduction effectively mitigate the risk with the appropriate risk reduction level and that ISD concepts are appropriately considered.
·  Participates in project identification activities associated with complex, cross-unit or longer-time frame risks that may be outside the scope of a unit engineer. This may include assignment of actions from HazOps, incident investigations, Learning Alerts or High Valued Learnings.
·  Facilitates MOC PHAs that ensure that changes to the process are done safely and compliant with applicable of rules and regulations.
·  Participates in Process Safety incident investigations and RCFA study.
·  Assures appropriate PSV and IPL bypass mitigations are identified when safety systems need to be bypassed.
·  Assists with complex environmental or PSV release calculations when necessary.
·  Participates in PSM related self-verification assurance processes including field walks and audits.
·  Participates in Refining Process Safety networks.Represent the plant during internal and external audits and during emergency response activities
Essential Education

Bachelor of Science in Engineering.
Desirable criteria and qualifications

·  PHA Facilitation or Team member experience
·  Familiarity with the PSM and RMP Regulations
·  Exposure to Hierarchy of Controls and Safety Protection Analysis such as LOPA
·  Exposure to PSV Codes and Standards
