Role synopsis

The Operation Management System (OMS) Administrator is accountable for providing key support towards delivery of the site Operating Management System and Strategic Implementation Plan (SIP) programs. As the OMS Administrator, you will play a significant role in increasing engagement and driving systematic processes across the site. The OMS Administrator role has exposure across the breadth of the entire business unit. You will routinely interact with members of the Whiting Leadership Team, Extended Leadership Team, and periodically, with the Central SIP Team, as well as counterparts in other BP facilities. You will own The Local Operating Management System (LOMS) which is the system of work processes, policies, and practices that are used to operate and maintain the facility. The OMS Administration defines all aspects of how the Refinery manages the processes, organization, governance, supporting technical infrastructure, and continuous improvement of the (LOMS). You will own the Strategic Integrated Implementation Plan (SIIP) which is the Whiting Refinery's local activity and resourcing plan. You will work directly with the business in communicating the status of SIIP activities, and support the SIIP users and providing data and reporting support for the SIIP.

Key accountabilities

·  Support development and maintenance of the LOMS handbook and LOMS Administration Handbook.
·  Manage the databases used to track actions to improve the LOMS.
·  Electronically advance notifications of action items to activity SPA's and Gatekeepers via SIIP.
·  Tracking action item status and Key Performance Indicators (KPI's) in relation to OMS.
·  Organize and maintain the Local OMS Sharepoint. (Documents, spreadsheets, reports, OMS ownerships, etc.)
·  Support SIIP Planner in monitoring/tracking closure of milestones and activities within SIP.
·  Generate SIIP MoC's for activities and milestones that need to be added or require changes.
·  Manage and facilitate annual OMS Self-Assessments, to include time line, documentation, and SME interaction and guidance.
·  Coordinate entry of conformance level data into the OMS Gap assessment tool Support Annual Performance Improvement cycle

The BP Whiting Refinery is located on the south-western shore of Lake Michigan and the Indiana Harbor Ship Canal in the communities of Whiting, East Chicago and Hammond, Indiana. Whiting Refinery is the second largest refinery in the BP refining system, and the 6th largest refinery in the United States. Operations began in 1889, prior to the advent of the automobile.

Today, BP is investing several billion dollars in Northwest Indiana to modernize its Whiting Refinery for the processing of heavier crudes. The modernization is essential to the long-term viability of the refinery, and includes well over a billion dollars in environmental improvements. BP Whiting Refinery employs thousands of full-time employees and contractors. The Whiting Refinery Modernization Project is employing thousands of additional contractors. The modernization project will provide for greater energy security in the Midwest, as conventional supplies of the lighter crudes diminish, and are replaced by heavier crudes.
