Treasury's TFI Risk & Analytics

The Treasury function is responsible for the management and execution of the Group's capital, funding and liquidity risks and requirements to meet its purpose which is to balance the supply and demand of money and capital to create sustainable value.

Treasury Funding and Investment (TFI) is responsible for the efficient funding of the firm, management of the liquidity pool, hedging of liquidity and balance sheet related risks and ensuring that the Barclays fulfils all of its relevant liquidity regulatory requirements.

The Risk and Analytics team within the Treasury Funding and Investments (TFI) function is responsible for providing oversight and development of trading tools and infrastructure, analytical capabilities and provision of management information in order to support the teams investment, hedging and liability management activities, as well as supporting their risk control and governance frameworks. This includes ensuring that production processes are implemented and supported in the appropriate strategic QA and IT platforms.

Role Purpose

Responsible for the development of trading tools to support investment, hedging and liability management activities and plays a pivotal role in driving and providing oversight of both the IT and QA change work impacting TFI. The role also provides analytical support to the traders and has responsibility for developing TFI's risk control frameworks:

· Facilitate timely delivery of analytic and infrastructure solutions to trading desks.
· Facilitate timely delivery of SRP commitments to TFI.
· Facilitate timely delivery of SRP commitments to Treasury.
· Facilitate timely delivery of commitments to EUDA initiatives (both creating and maintaining existing).
· Facilitate timely delivery of commitments to Model initiatives (both creating and maintaining existing).
· Facilitate timely delivery of infrastructure change commitments.
· Support benchmark collation activities where appropriate.

Key Accountabilities

· Expected to have a responsibility for design and implementation of the trading tools technology. This will include the building of tactical on-desk solutions, and then working with other members of team and IT, QA, etc to migrate onto strategic platforms.
· Help to shape IT strategy and prioritisation to achieve business objectives against a background of scarce IT resources. Within certain bounds, the role holder has ownership of prioritizing IT development.
· Engaging with multiple units across the Treasury and the Investment Bank space to understand trading requirements, ensuring to maintain constant visibility and communication lines remain open in the process.
· Representing TFI in technology projects (e.g., communicating requirements of TFI to business analysts, testing of new technology, and assisting the desk with adopting new technology).
· Assist team to lead in setting the IT strategy for both TFI and the wider Treasury Transaction Architecture requirements. This includes partnering with the Treasury Technology and Business Solutions team and working with the Treasury IT team to agree prioritisation of IT projects and resources.
· Understanding and digest requirements of projects and plan workload appropriately, both for themselves and juniors in the Risk and Analytics team.
· Interpret the MI demands and set the standards to ensure MI is provided on a consistent, regular and reliable basis and anticipate any future MI needs across Treasury, pro-actively working to help establish the required infrastructure to service such requests.

Over the next two year period, the successful candidate will be expected to be instrumental in a number of deliveries from the wider book of work that includes:

1. Significantly supporting Treasury Transaction Architecture involvement with SRP, MIFID and SIP.

2. Significantly supporting Treasury Transaction Architecture to adopt the TrOM.

3. Significantly supporting Treasury Transaction Architecture migrating off Charms onto TCW, including market data consistency, trade representations, reconciliation of risk and P&L, reporting and flash P&L mechanisms. This provides a common Treasury Transactional Architecture that is critical to structural reform.

4. Significantly supporting Treasury Transaction Architecture migrating off T0PL onto Beowulf. Again, this will include market data consistency, reconciliation of risk and P&L, reporting and flash P&L mechanisms.

5. Leading from the TFI R&A perspective the migration of curve publishing off spreadsheets onto T-Liro. This represents a significant delivery in terms of governance and accuracy around the economic curve marking.

6. Instrumental in evolving the Hypercube Reporting platform, critical to the TFI business.

Stakeholder Management and Leadership

· Understand the requirements of multiple Treasury MD stakeholders and help manage the team to provide effective MI and risk management metrics to help the stakeholders drive their strategy achieve their respective goals.
· Work closely with the MD's, D's, VP's of areas such as Asset Liability Management (ALM), the Investment Function (IF), Funding and Investment (FSTI) within TFI; and with Funds Transfer Pricing (FTP), Funding and Liquidity Management (FLM), CME and Planning and Forecasting in wider Treasury.
· Work in close partnership with Group Market Risk (GRM), Finance, Information Technology, Operations and Quantitative Analytics.
· Ensure that presentation (e.g. of MI) is consistent and appropriate for audience.
· Accountable for the development of junior team members through coaching and promoting career development of the team, including identifying training opportunities for the team.

Decision-making and Problem Solving

· Direct and drive IT strategy to reflect needs of the Treasury business and related projects, managing multiple stakeholders as required (e.g. Heads of TFI, IF, ALM, FSTI) and maintaining authority to influence direction of IT to meet Treasury's objectives.
· Contribute to project management of strategic treasury projects (e.g. Structural Reform, Target Operating Model, Strategic Transfer Pricing, TSY balance sheet database), and act as a representative stakeholder of TFI on key forums.
· Provide subject matter expertise to shape and influence TFI strategy by steering project objectives to maximize the value they deliver to the business.
· Contribute to project management of strategic treasury projects (e.g. Structural Reform, Target Operating Model, Strategic Transfer Pricing, Global Model Review).

Risk and Control Objective

· Assisting with formulating TFI (and wider Treasury) policy and procedures in context of the complexities arising from initiatives such as Structural and Regulatory reforms.
· Provide oversight of infrastructure to accurately and reliably manage risk, P&L and other metrics in the business and engage with technology and infrastructure teams to ensure control strategy reflects the needs of the business.
· Provide MI and analysis, as required by business, to perform control and supervision of trading activity.
· Work with stakeholders to demonstrate and understand the data required to perform limit setting and make informed control decisions.
· Ensure that IT development supports the control environment and efficiency of MI, risk reporting and governance.

Person Specification

· Undergraduate or equivalent degree. Strong preference is for a degree in a numerical discipline such as Engineering, Computer Science, Applied Mathematics, Physics or similar.
· Ideally Markets (Fixed Income/Treasury Product) background – e.g. Front office trading, risk management of trading book, or technology support for FO team. Candidate will either have Front Office experience or will have worked very closely with the Front Office.
· Strong IT skills are preferred. One or more of SQL, Python, VBA, Matlab, R. In depth knowledge of Markets' Macro (Rates) technology stack is preferred (eT / TCW, TMS, T0PL, BeoWulf). Also Hypercube and/or QRM exposure is desirable.
· Strong understanding of technology and business processes
· Ability to understand and build numerical models.
· Works independently and delivers with accuracy and attention to detail.
· Good communication skills, displaying a ability to communicate complex ideas to a diverse audience across all areas and grade.
· Intellectual honesty and curiosity.
