Barclays Financial Crime

Barclays Financial Crime are responsible for positioning Barclays to most effectively mitigate the risks of products and services being abused for the purposes of money laundering, terrorism financing, or other financial crime. The Financial Crime function implements a compliance framework to meet the requirements of anti-money laundering, anti-terrorism, anti-bribery & corruption and economic sanctions laws and regulation.

Overall purpose of role:
· The role holder will act as a Financial Crime Advisor providing leadership and direction on financial crime matters to business units in the UK.
· The role holder will have specific responsibility for the Russian booked portfolio within the UK Private Bank business – providing bankers, relationship managers, risk managers and colleagues with financial crime advice on political exposure, adverse media, bribery & corruption and source / trajectory of wealth.
· The role holder will be self motivated with knowledge of the UK regulatory environment and ideally experience of financial crime advisory work within the Wealth space. The role holder will work very closely with other compliance colleagues across the UK and Offshore Islands in order to deliver a co-ordinated approach.

Key Accountabilities and Skills required:

The role holder will:
· Promote a culture of financial crime compliance, at every level, with Barclays Group and Wealth policies, standards and procedures.
· Provide guidance to the Business on updates to local financial crime prevention policies and procedures.
· Review and sign-off annual review forms submitted by the business for high risk / PEP clients.
· Review and sign-off OEDQ (PEP, AML Watchlist and adverse media alerts) escalated to the Wealth Financial Crime Advisory team.
· Oversee and monitor the production of Request Dispensations/Waivers/Deferrals to cover any non-compliance with policy, and ensure that an audit trail is maintained.
· Assist in the delivery of appropriate financial crime prevention and Sanctions induction, annual refresher, and other CBT based training.
· Provide guidance to the Business on ad hoc financial crime related queries; including cash transaction requests, and the completion of on boarding documentation / committee papers.
· Provide translation assistance in the review of customer due diligence documents which are provided in the Russian language.
· Conduct a review of Russian media sources to provide regular updates to the team on AML related issues / cases in this market.

Stakeholder management and leadership: The role holder will:
· Provide guidance to the Private Bank business on all matters relevant to financial crime prevention, including escalating significant matters promptly, providing additional information, analysing/interpreting legal, regulatory and internal policy/procedure issues.
· Provide direction to the business or the regional/central teams on a range of matters, including high risk/ /PEP account opening requests, payments to/from restricted accounts.
· Provide input as required to the specialist Private Bank On-Boarding Committees.

Decision making and problem solving. The role holder will:
· Review new account applications and apply Barclays internal policies and procedures and local regulatory requirements to ascertain whether additional information is required to enable such applications to be signed-off.
· Review and process (include making, releasing, investigating further or rejecting decisions) alerts produced daily by automated client name and transaction screening tools, including transaction surveillance, Adverse Media and PEP screening tools.
· Working closely with the Investigations and Surveillance (I&S) team, receive Suspicious Activity Reports (SARs) from employees and, as appropriate evaluate, investigate, and recommend whether disclosure to the relevant authorities/police is required, and appropriate action in respect of the client/account.

· Risk and Control Objective: All Barclays colleagues have to ensure that all activities and duties are carried out in full compliance with regulatory requirements, Enterprise Wide Risk Management Framework and internal Barclays Policies and Policy Standards

Your Skills and Qualifications will include:

Essential: The successful candidate will:
· Have some experience of delivering Anti Money Laundering support, with a proportion of their career spent with the Financial Services and/or Investment Management sectors, with day to day interaction with the Business;
· Demonstrate an understanding of financial crime law and regulation and ideally a working knowledge of financial crime responsibilities;
· Be able to demonstrate some knowledge in the core areas of Financial Crime, and be able to quickly apply a combination of technical and commercial thinking to any business issue arising;
· Be able to demonstrate a good level of commercial awareness coupled with an appetite to build a deep appreciation of the Barclays Business they will support;
· Be fully conversant with the challenges of doing business in Russian Countries;
· The right candidate will be fluent in English and Russian, with strong written and oral communication skills.
· The right candidate will be enthusiastic in their chosen area and have keen attention to detail.
· The right candidate will have strong people skills and experiencing in handling difficult stakeholders.

Preferred
· Good use of Microsoft products e.g. Excel, PowerPoint would be an advantage.
