ORC's role in Service Operations is to provide independent assurance and governance on a regular basis over CASS regulatory operational processes, including ensuring production of the relevant regulatory returns, metrics and governance reports.
The FCA CASS Client Money and Asset regulations aim to ensure client Assets are protected at all times and are available for prompt return to the client at their request, even in the event of insolvency.
ORC partner closely with Compliance to gain an understanding of the regulatory rule interpretation; with the operations functions to ensure accurate, complete and timely operational implementation and with other departments such as Legal, IT and Change where required.
Overall purpose of role:
The role holder will provide a supervisor level in the ORC CASS team, owning a number of key deliverables and providing cover for management. The candidate will form part of a team of CASS subject matter experts to meet and deliver critical reporting requirements to the FCA. The team consist of completing the below high level requirements:
· Client Money and Asset Return (CMAR): providing a critical regulatory monthly deliverable for the firm. The FCA have made it clear there is an ever-increasing focus on our return with accuracy of our reporting is of the utmost importance
· CASS Resolution Pack (CASS RP): provides critical information for the regulator to access in the event of Firm insolvency. Our expectations are this will be a key FCA focus area for 2016
· Awareness of the daily client money and stock shortfalls calculations, external/internal CASS audits, and issues/changes that occur on these processes – including the impact these may have on CMAR and CASS RP
Key Accountabilities and Skills required:
This section should include:
· Key specific accountabilities.
· Become an SME on the CMAR and CASS RP processes for both the IB and PCB entities, and will understand the differences that existing across the Businesses and the CASS implications these carry.
· Understand the daily client money and stock shortfalls processes, and how they contribute to the CMAR and CASS RP.
· Be proficient completing production data tasks, and will be able to develop in the ORC CASS Command & Control environment.
· Work closely with CASS Change to develop the valuation and CMAR reporting tools to increase efficiencies, controls and automation, and will be able to identify, streamline and implement additional metrics and reporting requirements. They will use initiative to drive process improvements from other teams in Operations and the wider Business
· SKILLS: CASS requires that our books and records for our clients and the legal entities of the firm remain pristine and appropriately segregated, so that the CASS control environment protect our clients' assets. Understanding of legal entity structures, end to end process flows as well as a solid understanding of custody activities would be highly desirable.
· Stakeholder management and leadership.
· Serve effectively as a proxy in management matters when required, ensuring smooth continuity in business operations.
· Assist management to ensure that all activities and duties are carried out in full compliance with regulatory requirements, Barclays Operational Risk Framework and internal Barclays Policies and Standards.
· Facilitate people plans – recruitment, succession plans, objectives
· SKILLS: Excellent verbal and written communication skills. The successful candidate must be able to express themselves professionally and succinctly in English. The role requires that the successful candidate is able to communicate complex technical issues simply and clearly either in verbal or in written form. Formal report writing skills are desirable.
· Decision making and problem solving.
· Be able to identify and articulate solutions to complex problems with intelligent and innovative thinking and will make sure issues are escalated and tracked through to resolution through robust tracking mechanisms. Breaches of CASS regulations and near misses must be logged and root cause analysis completed to ensure issues are fully remediated.
· Proactively identify process improvements across the team and play a lead role in implementing solutions to improve performance.
· Escalate key risks, issues and dependencies to the relevant people and communicate to associated and interested parties both up and downstream,
· SKILLS: The successful candidate will be professional under pressure and will have excellent interpersonal skills. They will have commitment and focus on succeeding in a challenging environment. The right candidate will be confident and client focused when dealing with internal and external stakeholders at various levels, be able to take ownership and manage initiatives within a team and be able to multitask, manage ambiguity and deliver quality results with a positive, influential style.

Your Skills and Qualifications will include
· Basic Qualifications:
· Driven to develop into a CASS subject matter expect, providing support to management
· Excellent communication skills
· Evidence of managing stakeholders of various levels in a clear and collaborative manner
· Operations experience in an Investment Banking environment
· Data analysis and advanced technical skills relating to Excel, PowerPoint, Visio, Access
· Preferred Qualifications
· CASS experience preferred, particularly with experience in CMAR and CASS RP
· Degree educated with relevant industry qualifications and significant financial services experience.
· Qualifications in Risk/Regulation
· Business and Regulatory change experience beneficial with ability to design, build and implement processes
