About Structural Reform Programme

­­­­­­­­­­­­­­­­Structural Reform, sometimes referred to from a UK perspective as ‘ring-fencing', aims to create a safer and more resilient banking system within which institutions will be more easily resolved without access to government funds. The regulatory requirements driving Structural Reform vary in different countries but for Barclays it's principally driven by those of the UK and the US.

Barclays is focused on its strength as a transatlantic consumer, corporate and investment bank anchored in the two financial centres of the world, London and New York. Barclays now operates two clearly defined businesses, Barclays UK and Barclays Corporate & International.

Barclays UK houses our leading UK retail bank, UK consumer credit card business, UK wealth business and plays a key role as a committed provider of lending and financial services for small businesses (with turnover of less than £6.5 million) across the UK. Barclays Corporate & International is comprised of our bulge-bracket Investment Bank, our market leading Corporate banking business, our international wealth business and our Barclaycard operations in Europe and the U.S.

This structure was announced in March 2016 alongside a number of initiatives to accelerate its strategy to simplify the Group, in preparation for regulatory ring-fencing legislative requirements by the end of 2018. The programme in which the initiatives are being delivered to meet legislative requirements is known collectively as the Structural Reform Program.

The Programme Office for the Structural Reform Programme is mandated to provide strong independent governance and control over programme execution while also reducing delivery risk through identification, management and resolution of key risks and issues from a Group perspective.

Overall purpose of role

The individual in this role will be a member of the Structural Reform PMO team which supports the Structural Reform Programme. The mandate of the PMO is to ensure that effective and efficient program controls are in place for monitoring and controlling the execution of the overall SRP program plan. The person in this role will operate central PMO processes and controls which implement change delivery control standards such as status reporting and RAID management. The individual in this role will ensure that the PMO framework is operated effectively with high quality and traceability. In addition, this individual will support other members of the team in preparing for governance forums or responding to information requests through analysis of data and metrics related to the execution of the SRP Integrated Plan.

Main Duties and Responsibilities

• Assist in the maintenance of the SRP PMO Access database which consolidates data from multiple sources including Navigator.

• Support activities related to the management of the SRP Integrated Plan.

• Perform check and challenge of submitted status reports to ensure that messaging is appropriate to the audience, is timely and of high quality.

• Assist in the development of regular and ad-hoc programme reporting related to programme execution, data quality, dependency management, change controls, etc.

• Perform review and reconciliation of PMO data to ensure high quality and fully traceable PMO reporting.

• Establish relationships across all SRP workstreams to help ensure effective control and information flow.

The successful candidate must be detail oriented.

Key Accountabilities

• Assist in the maintenance of the PMO Access database by uploading and extracting information and through modification of queries and reports.

• Review change requests for high quality and completeness and action change requests by updating PMO artefacts or ensuring hand-off of actions to the responsible team member(s).

• Perform check and challenge of status reporting submissions from Navigator (the Barclays PPM platform).

• Review status reporting to identify and bring attention to thematic items.

• Compile and consolidate status reports to support in production of reporting packs and governance decks.

• Perform quality assurance and reconciliation by cross-checking status information against all information sources including the SRP Integrated Plan and prior reporting packs.

• Maintain key PMO reporting artifacts such as the “Plan on a Page”.

• Review, communicate and facilitate resolution of data quality and control issues by liaising with the extended PMO community across the SRP sub-programmes.

• Assist others in the team in performing analysis or producing reporting.

Risk and Control Objective

• Ensure that all activities and duties are carried out in full compliance with regulatory requirements, Enterprise Wide Risk Management Framework and internal Barclays Policies and Policy Standards

Person Specification

• Successful candidates will have experience as an analyst in a PMO for a large programme in Financial Services and will be very detail oriented and thorough and in all that they do.

Essential

• Good working knowledge/experience of PPM tools (preferably Navigator).

• Experience using and or configuring Microsoft Access.

• Strong attention to detail.

• Experience with programme or portfolio reporting tools.

• Excellent communication, service oriented demeanor, interpersonal and stakeholder management skills.

• Knowledge of Project Lifecycle methods (e.g. Software Development Lifecycle, Agile) and understanding of the principles and frameworks of successful project management.

• Bachelors Degree (BA/BS).

• Familiarity with project management methodologies and change related controls.

• Excellent PC skills, including Excel, PowerPoint and Word, MS Project and Visio skills.
