Payments Technology Change
The Payments Technology Change team is part of the wider Technology Change team within the Barclays Corporate & International business (BC&I). The department is focused on the delivery of business and technological change for the payment processing function and numbers in excess of 500 heads. Although part of BC&I, Payments Technology Change serves stakeholders from across the Barclays Group.

Our payments systems process over £300 Billion a day and sit at the heart of our Corporate Banking model. The Programme Blue Payments Workstream is accountable for the end to end delivery of all High Value and Low Value Payments, FX, Billing and Reconciliations aspects for each country.


Role Purpose
Programme Blue was initiated to deliver an enhanced Corporate Bank offering for global corporate clients in Europe and to ensure continuity of service for key client groups as Barclays disposed of non-core businesses in Europe. Our goal is delivery of a highly digitised, comprehensive banking platform (covering cash, trade and debt) across Western Europe and the UK, which will provide a consistent experience and offering across all geographies. We are two years into a multi-year delivery, which is focused on both existing markets such as France, Ireland and Germany, and also potential new markets including Luxembourg, Belgium and The Netherlands.

The role includes:

· Driving forward the Technical and Operational design, development and implementation of the end to end Payments Platform for every strategic country in scope for Programme Blue.
· Defining strategic and re-usable FX, Reconciliation and Billing models across all countries to deliver a consistent, best in class European solution.
· Managing relationships with multiple stakeholders in Technology and Operations, formulating and presenting recommendations to influence decisions and deliver strategic solutions.
· Taking ownership for Scheme Memberships and relationships with external banks, including settlements, accounts and reconciliations.

Key Accountabilities
· Use JIRA to create, manage and implement User Stories for all requirements for every Payment, FX, Reconciliation and Billing system.
· Creation and Roll Out of all necessary operational documentation, including Target Operating Models, Business Operating Design and Standard Operating Procedures
· Work closely with business stakeholders to gather requirements, deliver Designs and Procedures, and host regular meetings to walk through risks, issues, plans and updates.
· Manage the relevant Payments and FX component team relationships, agreeing and monitoring release scope, timeframes and associated impacts.
· Support defect identification and resolution, working with Technology teams to identify fixes and agreeing severity and workarounds with Operational teams.

Knowledge and Expertise :

· Knowledge/familiarisation of Agile methodologies and principles an advantage
Technical Skills:
Required
· Strong knowledge of Payments and FX Systems and/or Operations (GPP, MassPay, SMS, FCL, EDMS, BCBS, V-Risk and QMS)
· Ability to learn new systems, processes and procedures quickly in order to resolve complex issues and meet operational needs
· Proven experience of strong BA skills, including requirements gathering and Operational and Business design.
· Good Stakeholder management skills, with an ability to communicate clearly to multiple business and technology teams with varying degrees of understanding.
· Ability to multi-task, and work under pressure and to crucial deadlines in order to meet challenging Programme milestones
· Ability to troubleshoot and resolve complex problems and issues successfully, offering innovative solutions.
· Well-developed interpersonal, written and oral communication skills including the ability to negotiate, advise, influence others and work collaboratively with people to make decisions.
· Understanding of Barclays DDLA tools, including JIRA and Confluence
· Experience of working in a PCB project environment (preferably Agile/SDLC)

Beneficial
· Recognised industry BA qualifications
· Knowledge of Reconciliations systems and processes (IMatch)
· Knowledge of Billing systems and processes (ORMB / MI Revenue)
· Understanding of industry schemes and formatting, including SWIFT, SEPA Credit Transfers and Direct Debits, Target2 and Nostro relationships.
· Knowledge of wider end to end banking model, including Credit, Debt, Finance, Treasury and Servicing
