Japan Financial Control (FC)
Japan FC provides services to Japan franchise entities under MH (multi-hat, hereafter) arrangement. Main entities are Barclays Securities Japan Limited (BSJL, hereafter), Barclays Bank PLC Tokyo Branch (PLC Tokyo, hereafter) and Barclays Funds and Advisory Japan Limited (BFAJL, hereafter). In coordination with regional and global Finance sections, we are responsible for local regulatory reporting and local accounting legal ledgers.
Role Purpose
· To comply with stringent control and governance as gate-keeper
· To provide good services to internal stakeholders (e.g. FO Sales) to assist our profitability
· To advocate the capital impact to FO traders and manage our capital position efficiently and effectively
Key Accountabilities
Key specific accountabilities.
· Monthly ledger closing, including tax entry
· Review of journals by offshore FC (e.g. Singapore, Chennai)
· Daily Liquidity Stress Testing prep and dispatch to internal stakeholders
· Monthly Local Liquidity Coverage Ratio regulatory reporting
· BoJ statutory reserve report preparation
· JGAAP annual reports preparation
· Preparation of non-financial information (e.g. BBPLC London capital change)
· Financial oversight reporting to management
Stakeholder management and leadership.
· Japan Operations and other upstream infrastructure depts.
· Account Executive (AE) of BBPLC Tokyo Branch
· FO – FSTI, Barcorp, FX Sales
· Treasury to manage our liquidity and risk position
· Offshore Finance in terms of monthly ledger closing and ad-hoc requests about control and governance
· Country management if any management pack questions are arisen
Decision making and problem solving.
· The role holder has to review monthly journal entries of PLC Tokyo mainly. Since the monthly closing process is done in both onshore and offshore, the role holder has to be fully accountable as reviewer to collate necessary comments from onshore and offshore people. On a monthly basis, the role holder has to address the month-on-month fluctuation, and its reasoning.
· The role holder is required to be accountable for posting journals, and required to be familiar with IFRS GAAP difference and tax accounting for both local GAAP and IFRS. The role holder has to understand various requirements (in terms of core/ non-core, CP cost allocation bible, business roll-up, Economic transfer agreement (ETA) and Local GAAP accounting classification) and instruct relevant people to do the right way if the set-up is incorrect. For the sake of it, the role holder has to have insight/ savvy to get to know the holistic impact to the entity's revenue and profit before tax (PBT). If there is any unexpected fluctuation or discrepancy in the course of monthly closing process, the role holder has to perform the analysis and reach out to relevant action owner to comment or fix it. This exercise requires empirical knowledge about calculation logic, business strategy, people, and so on.
· The role holder is required to be aware of non-financial reporting, like liquidity reporting.
· The role holder has to maintain strong and close relationship with relevant internal/ external stakeholders. To do so, the role holder is required to participate in various projects or new transactions to illustrate Financial Control requirements and guide the project towards the right way.

Basic Qualifications

· Accounting academic background
· Accounting dept empirical knowledge
· Be proactive to take up new roles and have mindset to stretch to new things
· Insightful
Preferred Qualifications
· Accounting qualification such as JICPA, UK Chartered Accountant
· Industry Finance experience
