PSD Installation, Testing & Commissioning Manager
Purpose of the Job
PSD Installation Testing and Commissioning Management including resources organisation and mobilisation in coordination with the Project Manager.
Management of the Installation includes managing site logistic in close cooperation with the supply chain Manager and the supplier. The ITC manager will insure installation prerequisites are implemented for civil and E&M in order to enable right installation by the supplier. Management of the Testing and Commissioning where the ITC Manager will manage the supplier’s activities at site and supervise the execution of tests according to plans in collaboration with T&C system team.

Mission
Objectives
Implementation of all necessary requirements to enable the installation works and T&C activities achievement in the optimal conditions: performances, costs, quality and health and safety.
Measurement
· Weekly works progress program control and associated reports.
· Client complaints follow-up (non conformity forms)
· Costs, QC and EHS indicators
Responsibilities
· The ITC Manager (based on site) reports directly to the PSD Project Manager and is in charge of making sure that the PSD equipment are installed in conformity with the Basic and Detail Designs, the installation procedures, the QA/QC system and the Time Schedule in place and cost.
· He will implement on site all needed procedures for the Installation works to be performed in the best conditions of safety and reliability. In compliance with EHS plan, project requirements and client safety rules.
· Ensure the Client satisfaction according to the works, defined in the Main Contract. Propose solutions economically interesting for the Client and profitable to the project.
· Manage and organize:
The Testing activity at site,
The operating instructions,
The foreseen quality requirements,
The milestones,
The drawings, procedures and notes having the status “Good For Execution”.
The Permit To Work System
· Follow-up the Site Quality Plan defined at site on testing activity to control and master the Coordination of the teams, the Testing Process and guarantees the contractual requirements (checking and controls).
· Take care of the contractual milestones completion vs. the Client and monitor the progress of the testing team (planning/milestones completion).
· His duties include also the necessity to co-ordinate on all technical aspects with the Engineering Manager and his team of Detail Design and with the procurement teams based in the different project locations (Bill of Quantity).
· The ITC Manager is required to participate on the preparation of the Time Schedule and has the responsibility for running it and reporting to the PSD Project Manager.
· To implement his task, the ITC Manager is responsible for defining the installation method to install specific PSD components. If necessary, the ITC Manager will participate in the elaboration of Subcontractor’s RFQ (Request for Quotation), in the assessment of the proposals and the choice of the Subcontractors.
· Make sure that the team members have the required abilities.
· During the installation, the ITC Manager is required to organise the tasks, in a competent and consistent way, so that all key activities are properly controlled.
· The ITC Manager will manage and control the Subcontractors performance as per their Subcontracts obligations
· His duties include also to co-ordinate with the various Civil Contractors and other third parties on Site
· Establish and transmit to the Project Manager all the following documents:
Tracking Sheet of all required installation and testing data from the subcontractors and its progress and the issues.
The summary of Non Conformances, their follow-up and their Quality Related Costs.
Main Minutes Of Meetings with the Client (with critical issues, and particular points)
Main Minutes Of Meetings with Subcontractor.
Identified pending points list (Outstanding Works List, OWL).
· The ITC Manager is responsible for the subcontractor application of onsite QP & EHS plans implementation in close cooperation with the QP & EHS Manager.
Candidate Requirements
Educational Requirements
Electrical/ Installation diploma/degree
Desired Knowledge / Experience
· Minimum 5 years, as PSD installation or T&C Manager.
· Validated experience in Platform Screen Doors and its construction Management.
· Knowledge on Network Rail Contracts.
Behavioural Skills / Competencies
- Knowledge on international Contract.
· Leadership, initiative and decision minded.
· Team spirit approach and good communication skills.
· Mobility.
Technical Skills & Competencies
· Good knowledge of the Platform Screen Doors, in terms of installation.(Civil work reservations, Electrical and Mechanical interfaces)
· Good knowledge of the upstream activities, such as interfaces with electromechanical equipment’s and signalling systems.
· Knowledge of downstream activities, such as PSD components installation and testing.
· Good understanding of electrical supply system design, testing and commissioning for the PSD.
