Job Title:  Project Quality Safety Manager (PrQSM) and Quality Safety Management (QSM) support

Job Location: Charleroi

Introduction

In Belgium, Alstom is active in the design and manufacture of equipment, electrical and electronic systems for rolling stock equipment and railway signalling and urban. Alstom Belgium Transport has developed two Centers of Excellence: one for auxiliary converters, traction systems & low voltage cabinets, and the second for Signalling systems for main lines and ETCS (European Train control System) / ERTMS (European Rail Traffic Management System).

Alstom Belgium Transport also offers clients its expertise in maintenance services and renovation. The Charleroi site is responsible for the design and integration of signalling and traffic control but also for communication networks and information to passengers. With nearly 1000 employees, including 550 engineers, Alstom Belgium Transport is the largest rail production site in Belgium.

Position in the Organisation

The Project Quality Safety Manager reports directly to the Country/Region Quality Safety Manager and operationally to the Project Manager.

Networks & Links:

Internal: Quality Safety Manager, Project Manager, Project Team, Depots managers, RAMS teams, Reliability growth teams

External: customer, external suppliers

Purpose of the Job:

Ensure the project Quality and safety assurance on the project and coordinate all quality and safety activities throughout the project

Ensure consistency between the project QCD objectives and the customer's satisfaction

Specific responsibilities of the role:

Customer links and management

·  Be the interface with the customer quality and safety teams
·  Define and monitor correct execution of the project quality plan

Project execution controls

·  Ensure Project Quality plan application, supporting the project teams to prepare gate reviews & follow up related action plans
·  Support PM to build the files for Gate Reviews based on verified evidences
·  Report quality and safety alerts
·  Ensure quality of the modifications made during the project
·  Ensure REX process within the project
·  Ensure that safety assessment is correctly implemented (ie : safety review) and prepare safety authorization.
·  Control project deliverables compliance through inspection and audits - to authorize presentation / delivery to customer

Improve

·  Manage Non conformities and Safety issues and animate problem solving during project execution phase
·  Measure and improve project quality performance
·  Depending on local organization, PrQSM could also be in charge of Industrial quality, QMS and SQA activities.

QMS Support

Deployment of AT / PL QMS on site:

·  Provide local teams with effective support (training, day-to-day coaching,…) as for process application
·  Ensure Quality Management System documentation is properly managed, updated, communicated

Compliance of site QMS

·  Communicate about QMS improvement actions, through Quality network (site “Quality métiers” functions)
·  Ensure "Problem Solving Tool" action plan management, following findings list issued after system audits
·  Ensure organization and consolidation results of Process Reviews, and site Quality Management Review
·  Effective organization of internal and external audits and management of action plans resulting from them

Measurement - Key Performance Indicators

KPI n°1:   Gate Reviews Go On Time

KPI n°2:   Number of remaining Safety or customer Issues to fix after target time agreed

KPI n°3:   Cost of Non Quality and speed to solve non conformities

Desired Skills & Experience 

Education: Master degree in Engineering (Management background depending on the size of the project)

Technical Knowledge / Experience:

·  Awareness on Processes and Products delivered in the project
·  Experience in Quality / audit are appreciated
·  Fluent in English
