Description
This is a critical role providing a strategic interface between HR and OD and your assigned directorate, where you will work in partnership with leaders, key stakeholders and HR and OD colleagues to provide high level HR support, coaching, influencing and challenging ways of working/behaviours to develop and implement future focused people strategies and solutions.
Key Elements:
Supporting the development and delivery of business plans
Develop workforce plans to support the effective use of resources over the next five years.
Confidently use qualitative and quantitative data, business insights and intelligence to underpin the development of evidence-based workforce plans and solve problems. Developing reports and presenting information on a regular basis.
To provide professional support and direction on change activities including redesign/ restructure/ transformation programmes.
To support the directorate in the development of tools/resources to enhance their programme.
Establish mechanisms for reviewing the success of the change management, workforce planning and organisational design programmes post implementation and capture lessons learnt to measure the success of the change management project and review continuous improvement on service delivery.
Deliver a Council-wide HR consultancy service to senior managers, providing strategic business focused advice on all aspects of change management, TUPE transfers, workforce planning and organisational design, meeting current and future business objectives within the context of the overall Council workforce strategy.
Developing innovative suggestions, proposals to support workforce needs, working in collaboration with other HR and OD colleagues to develop solutions to meet the customer needs.
To develop and maintain effective relationships with Trade Union colleagues, Guardians, mediators, Networks and other managers and staff to provide direction and advice as appropriate.
Works with HR & OD colleagues and business managers on initiatives and activities that effect positive cultural change in line with corporate values, new ways of working, and behaviours.
Work collaboratively with OD colleagues and business leaders to foster a culture of change-readiness and continuous, self-directed learning. Act as key enabler, driving cultural change and new ways of working and representing and promoting the reputation of the service within the Council.
Lead the implementation of employee survey results working in partnership with directorates to develop action plans to address issues and build employee engagement. Collaborate with the Diversity, Inclusion and Engagement lead to make sure that employee engagement strategies are embedded across the council.
Essential knowledge:
CIPD or equivalent professional qualification or relevant demonstrable experience.
Up to date knowledge of employment law
Evidence of continued professional development
Essential skills and abilities:
Ability to understand, assimilate, interpret, present and communicate complex information.
Ability to create and build effective relationships with a range of senior managers, stakeholders and professional staff.
Maintain an up to date knowledge of HR best practice, trends and employment legislation.
Effective written and oral communication skills including report writing and presentation skills with proven ability to work with and gain the confidence of and influence diverse audiences at all levels.
Essential experience:
Working as a senior HR professional in a large complex organisation, understanding the needs of the business and providing strategic business led advice.
Designing strategies to ensure HR provides clear business focused outcomes aligned over the long term with delivering the Council's overall workforce plan
Challenging, coaching and advising managers on all aspects of our workforce strategy and plans, addressing business challenges, to deliver business objectives.
Experience of determining future workforce needs, identifying the gap between the present and the future, and implementing solutions so accomplish short and long-term objectives.
Experience of advising managers on organisational design principles, aligning structures with objectives and improving efficiency and effectiveness.
