Champion, expert, and technologist of global enveloping IEC Standards based Digital Systems and Software Process Engineering (DS&SPE) governance program and its implementation throughout Engineer–Procure–Construct (EPC) project lifecycle.  Scope includes digital systems with complex hardware configuration and software programming as well as digital devices with limited functionality across all safety classes, all plant systems, and all Disciplines of I&C, Electrical, and Mechanical.

Job Description

Essential Responsibilities

  • Leads and is accountable as champion, expert, and technologist of the global enveloping IEC [and Canadian] Standards based Digital Systems and Software Process Engineering (DS&SPE) governance program specific to real-time process computing systems and components or equipment and its implementation in the standard plant design and throughout the lifecycle of all customer site specific design Engineer-Procure-Construct projects.
  • Scope includes digital systems with complex hardware configuration and software programming [e.g.; distributed control systems] as well as digital devices with limited functionality [e.g.; instruments, actuators, servos, relays, battery chargers, uninterruptible power supplies, relays] across all safety classes [1 = safety-related, 2 = augmented QA + high risk, 3 = augmented QA + low risk, None = nonsafety-related], all plant nuclear and power block systems, and all Disciplines of I&C, Electrical, and Mechanical whether selected by GEH or architect/engineer (A/E) partners.
  • Lead joint GEH and customers technical working group (TWG) for IEC Standards based DS&SPE governance program and the implementation of it on all products or projects in which it is invoked.
  • Collaborate with analogous IEEE Standards based DS&SPE TWG and Chief Engineers Office (CEO) to understand it, identify similarities, map, and leverage content for opportunities to simplify content in two related but different governance programs.
  • Prepare, assist others to prepare, and review DS&SPE documents for protection, control, and monitoring components or equipment across 1) systems, hardware, and software level requirements, designs, and descriptions, 2) design assurance and quality assurance requirements related test plans, specifications, procedures, and reports, and 3) purchase specifications to ensure that they meet or conform adequately with applicable nuclear regulations and referenced industry standards.
  • Promote incorporation of operational experience, lessons learned, and industry best practices.
  • Perform cost-benefit studies for technical risk, function, performance, and margin optimization.
  • Use variety of software based tools for; requirements, configuration, and document management.
  • Contribute to overall strategy, manage complex issues with solutions, develop processes across Engineering Disciplines, functional teams of Product Management, Project Delivery, Quality, and Sourcing, as well as with customers [OPG-CA, TVA-US, OSGE-PL], A/E partners plus systems and component or equipment suppliers.
  • Effectively communicate and provide recommendations through analysis, preparation, and presentation of technical data to internal and external parties.
  • Prepare invention disclosures to protect technology that gives the business a competitive advantage and protect our intellectual property rights.
  • Prepare learning or training programs, and assess technical competency depth as well as provide guidance, direction, and oversight to engineers, co-ops, interns, technicians, etc.
  • Support of Qualification Matrix to assess suitably qualified and experienced personnel (SQEP).
  • Support initiatives in; Simplification, LEAN, Design For Reliability (DFR), Failure Mode and Effects Analysis (FMEA), Value Engineering (VE), and Design To Cost (DTC).
  • Ensure deliverables are on-spec., on-budget, and on-schedule with integrity and quality.
  • Champion nuclear safety culture – Ensure compliance with GEH policies.

Basic Qualifications

  • Bachelor of Science in applicable Engineering field, Physics, Chemistry, Mathematics, Computer Science, or equivalent.
  • 8 years of experience as a recognized practitioner and subject matter expert (SME) in DS&SPE governance program specific to real-time process computing (RTPC) systems and components or equipment covering both 1) complex hardware configuration and software programming [e.g.; distributed control systems (DCS)] and 2) digital devices with limited functionality [e.g.; instruments, actuators, servos, relays, battery chargers, uninterruptible power supplies, relays] across all safety classes [i.e.; 1 = safety-related, 2 – augmented QA + high risk, 3 augmented QA – low risk, and None = nonsafety-related], all plant nuclear and power block systems.
  • 10 years of experience with International Atomic Energy Agency (IAEA) Safety Guides and referenced IEC Standard 61000 series [e.g.; 61513 – Nuclear power plants - Instrumentation and control important to safety - General requirements for systems, 61508 – Functional Safety of Electrical/Electronic/Programmable Electronic Safety-related Systems (E/E/PE, or E/E/PES)].
  • 5 years of experience with Canadian Safety Commission (CNSC) Regulatory Documents (REGDOCs) and referenced CSA Standards [e.g.; N290.14 – Qualification of digital hardware and software for use in instrumentation and control applications for nuclear power plants].
  • 3 years of experience with US Nuclear Regulatory Commission (NRC) Regulatory Guides (Reg Guides) and referenced IEEE Standards [e.g.; 603 – Criteria for Safety Systems for Nuclear Power Generating Stations].
  • 15 years of experience with PC and desktop engineering productivity software [Word, Excel, PowerPoint, Access, Project, Visio].

Eligibility Requirements:

  • The preferred work location for this role is at the GEH Headquarters in Wilmington, NC; but highly qualified (US based) remote candidates will be considered.

Desired Qualifications

  • Master of Science in Engineering, Physics, Chemistry, Mathematics, Computer Science, or equivalent.
  • Professional Engineer – Control Systems by National Council of Examiners for Engineering and Surveying (NCEES) in USA or Professional Engineer (PEng) of Ontario (PEO) in Canada or equivalent.
  • Project Management Professional (PM) certification from PMI or equivalent.
  • Demonstrated leadership in defining the state of the art in the field along with the ability to teach and contribute to applicable nuclear industry TWGs or referenced industry standards committees.
  • Working knowledge of UK Office or Nuclear Regulation (ONR Safety Assessment Principles (SAPs) and supporting Technical Assessment Guides (TAGs).
  • Experience with Electric Power Research Institute (EPRI) Technical Reports and Guides such as; 3002011816 – Digital Engineering Guide: Decision Making Using Systems Engineering, TR-106439 - Guideline on Evaluation and Acceptance of Commercial - Grade Digital Equipment for Nuclear Safety Applications, TR-107339 – Handbook for Evaluating Critical Digital Equipment and Systems.
  • Experience using requirements definition engineering and management including use of associated tools [ELM {DOORS-NextGen} by IBM].
  • Experience with statistical analysis techniques and software based tools [Minitab].
  • Strong verbal and written communication skills including cross- discipline and functional facilitation, and influencing skills with focus on requirements, design basis document and technical presentation preparation and delivery.
  • Strong interpersonal and leadership skills as an inclusive team player able to work successfully in matrix environment – Executing multiple assignments and priorities.
  • Demonstrated ability to document a strategy and plan, market it to others, then lead the initiatives or programs that further the knowledge, understanding and capability in the field.
  • Clear thinker, detail oriented, insightful, quantitative, results oriented – Able to learn quickly and make reasoned, sound, and timely decisions.
  • Able and willing to engage with and support detailed work product identification, scoping, planning, prioritizing, resourcing, scheduling, budgeting, action tracking, monitoring, corrective actions, reporting, etc.

The salary range for this position is $128k-202k. The specific salary offered to a candidate may be influenced by a variety of factors including the candidate’s experience, their education, and the work location. In addition, this position is eligible for a performance bonus.
