Job Overview and Responsibilities
Responsible for the management of the Maintenance Department (internal and contracted), Reliability group as well as contracted Engineers in a manner that will safely achieve operational objectives of the organization
The Technical Services Manager provides leadership to the Orange Halar production unit with both project management and design engineering responsibilities. The position reports directly to the Orange Site Manager.
Manage the activities of the maintenance department including supporting contract personnel
Enforce department compliance with all facility safety, health, process safety, and environmental procedures
Ensure that all maintenance related tasks are properly completed in a timely manner
Ensure that all maintenance functions are properly coordinated with affected area of the facility.
Manage the site Capital expenditure budget and the site Maintenance department budget
Manage the area maintenance process to achieve targeted production needs in a cost effective manner. Inclusive of
· Daily routine maintenance
· Daily schedule update meetings with maintenance and operations
· Preventative maintenance/reliability programs for equipment assets
· Non-routine items that are large expenditures or that are implemented infrequently
· Overhaul and turnarounds of process units
· Expense modification projects
· Utilization/maintenance of CMMS system data to promote long term efficiencies
· Review and approve repaired equipment for return to service
· Execute safe and efficient plant maintenance turnarounds.
· Ensure that on-call and call-in activities are conducted in an efficient manner.
· Encourage good housekeeping practices in the shops and throughout the facility
Effectively manage capital and expense projects simultaneously from project concept to implementation and closure.
Develop project scope and schedules with input from production, process and reliability engineering teams.
Develop Front End Loading project estimates using various estimating tools such as Aspen In-Plant Cost Estimator, cost estimating spreadsheets and vendor quotes.
Design and Implement projects to meet all health, safety, compliance and regulatory requirements.
Utilize facility project engineering procedures for project work streams.
Lead and coordinate with onsite engineering resources to execute detailed design efforts for small capital and expense projects.
Lead and manage external engineering contractors for large capital project design efforts and to provide additional design resources during peak activity levels.
Develop engineering specifications and bid packages for construction labor and equipment.
Lead project design reviews with input from multiple departments, such as: operations, industrial automation, process engineering and maintenance.
Develop project work plans to identify construction resources for project execution.
Develop engineering transmittals to communicate project design details to construction.
Assist construction supervisor with coordination activities for project execution.
Utilize SAP to manage project spending and equipment setup activities.
Assist Site Manager to manage capital project and department budget spending activities.
Assist Reliability and Quality groups to procure capital spares and laboratory equipment.
Assist with providing start-up training to plant personnel for new technology.
Provide daily support for small projects that require mechanical engineering design elements.
Adhere to all safety standards, policies, and procedures.
Familiarization with ASME Code B31.3 for pressure piping design and construction.
Education and Experience
Bachelors of Science in Engineering required, preferably in Mechanical Engineering
5 – 10 years of industrial maintenance experience (chemical/refinery and PSM experience preferred)
Two years or more of supervisory experience preferred
Experience with project design and project management
Experience working in a setting that follows OSHA’s Process Safety Management (PSM) program.
Experience using ASME B31.3 for process piping design.
Proficient in SAP PM/MM modules or other Computerized Maintenance Management Systems (CMMS)
Proficient in Microsoft Excel and Word
Experience in work management, preventive maintenance, asset life cycle management, key performance indicators, process optimization, and performance management
Demonstrated effective oral, written, interpersonal communication skills.
Demonstrated ability to lead and to work with others in a team environment.
Demonstrated ability to work independently and through influence.
Knowledge of Recognized and Generally Accepted Good Engineering Practices.

Ability to develop piping isometrics and process piping and instrumentation (PIDs) drawings to communicate piping and support designs.

Ability to effectively learn and use project engineering tools such as Microsoft project and drawing viewers.
