Job Description

As the Project Procurement Manager you will be a key individual contributor that represents Supply Chain in the Project – Bidding and Execution Phase, as a sub-project manager leading the Project SCM strategy. The successful candidate will organize all Procurement activities in a project under optimum deployment of resources while effectively liaising with procurement, commodity management, expediting, supplier quality and logistics functions. You will implement project procurement strategies, aiming to optimize project results, including availability of goods and services in quality, in time, in budget. Ensure observance of obligatory Procurement processes and regulations.

Responsibilities:
·  Develop project specific sourcing strategy to optimize overall cost position in accordance with Division sourcing strategies (in particular pooling, utilization of master contracts and/or using ANC (Advance Negotiation Concept) incl. eAuction, where applicable in proposal & execution phase)
·  Identify particular procurement risks (Procurement Risk Register), opportunities and market influences together with Commodity Management, to avoid potential damage / exploit potential.
·  Responsible for conducting cost calculation of all components/services within project scope with reliable and up-to-date cost data on the basis of Total Cost of Ownership (ToCO) (rock-bottom price information, foster cost-out culture and application of cost out levers during proposal phase). Involve commodity management and/or lead buyers (or equivalent) to obtain competitive proposals for project specific major buyouts and auxiliary systems.
·  Participate in LoA process and provide all procurement related documents/information for cost and schedule to the proposal team
·  Identify back-to-back T&Cs together with CPM / Legal.
·  Introduce negotiation recommendations together with commodity management to prepare for negotiations with suppliers (back-to-back where appropriate) and to initiate appropriate measures. Involve CVE as needed.
·  Lead/ support complex contractual and price negotiations and/or support the supply managers / specialist buyers responsible for particular material fields (in particular those not covered by any commodity management) to secure project targets with optimum conditions on the basis of ToCO.
·  Ensure that major procurement risks, changes to original scope of supply and potential claims (towards customers and suppliers) are covered in valid contracts. Ensure that contractual obligations (towards the customer that must be fulfilled by supplier) are covered in a way that mitigates the own risk exposure.
·  Control vendor management of the supply managers / buyers team, being responsible for the entire supply chain.
·  Liaise and interface with Project Management and other procurement department functions for enhancing the projects execution and facilitating the resolution of any related technical or administrative problems.
·  Drives cost-out to ensure best cost position and optimized deployment of resources.
·  Ensures compliance with all standards and processes. Apply Procurement regulations as per compliance and organization standards.
·  Update the Procurement Risk Register (basis inputs from supply managers, buyers, expeditors, logistics, inspectors etc) to ensure Project Management is apprised of mitigation of previously identified risks and/or additions of any new procurement related risks.
·  Establish proper sourcing processes, control all procurement resources and activities in the project and inform all involved within procurement to deliver optimum impact for the business (Procurement plan, target-costing) relating to budget, availability, timeline and quality.
·  Support claim management activities

Required Knowledge/ Skills, Education, and Experience

·  Bachelor's degree in Supply Chain Management with minimum 5 years of relevant experience. OR Bachelor's degree (B.S) in an engineering discipline with minimum 4 years of relevant experience; or equivalent education and experience.
·  Advanced MS Office applications skills, particularly Excel, Outlook, PowerPoint
·  Advanced knowledge of sourcing process
·  Advanced negotiation skills
·  Basic understanding of contractual purchasing terms and conditions, and its application
·  Good problem solving skills
·  Cost Modeling
·  Ability to work in a matrix organization
·  Advanced data analytics
·  Leader, self-manage
·  Ability to run presentations to management level
·  Good business communication skills in written and spoken English language
·  Availability to travel estimated 25% of time

The following Knowledge/ Skills, Education, and Experience are Preferred

·  Bachelors Degree in Electrical Engineering
·  2-3 years of Experience in Project Procurement Management
·  Experience working in SCM functions in Oil & Gas or Power Generation Industry
·  Experience in commodity management function
·  Experience in Subcontracting services and works (Engineering, Civil Works, Electromechanical Assemblies, Installation works…)
·  Experience with SAP or Oracle Purchasing Modules, or equivalent experience in issuing Purchase Orders through other ERP systems.
