Roche Diagnostics in Midrand is seeking a SHE Manager to be responsible forleading and coordinating all SHE initiatives for all countries of Management Centre. The role will involve overseeing the implementation of policies and requirements of the SHE management system in the different sites and legal entities. The successful incumbent will oversee the compliance with environmental, health and safety and related industry regulations established by applicable laws and company internal rules and promote training and personal development of staff in terms of SHE processes and standards.

Key Responsibilities

SHE Management (South Africa and sub Sahara Africa)

·  Management of the implementation of SHE across Roche Diagnostics SA and SSA by advising stakeholders (internal and external) on SHE standards, legislation, regulations and guidelines, tracking compliance, identifying areas of non-conformance and managing the implementation of corrective action.
·  Preparation and submission of reports on SHE performance by extracting the required information, collating inputs and drafting the report and presenting the information.
·  Management of the development and implementation of SOP's by reviewing policies, identifying policy gaps, drafting SOP's and managing implementation of SOP's annually and as required.
·  Monitoring compliance with policies and procedures, identify areas of non-compliance, address non-compliance and track improvements as required
·  Monitoring legislative and regulatory changes by reviewing the landscape, identifying changes, analysing and interpreting the impact of the changes, integrating the changes into the policies and procedures and communicating these changes.
·  Making recommendations on improving the effectiveness of SHE measures by defining and communicating the measures, monitoring and reviewing implementation and analysing the outputs for reporting.
·  Providing input and participating in the execution of Group SHE initiatives by providing input, aligning with current practices and processes and leveraging off current knowledge and tools.
·  Maintaing relationships with SHE third party providers by identifying relevant providers, establishing relationships and contracts, tracking performance, providing feedback and resolving issues.
·  Manage the implementation of SHE in SSA by undertaking site assessments, reviewing applicable legislation, developing SHE projects for implementation to make SSA compliant and tracking implementation.
·  Develop SSA stakeholders to be audit ready by identifying gaps, develop solutions to resolve gaps and support implementation of solutions.
·  Conduct SHE audits by scheduling the audit, extracting and measuring compliance against performance standards, preparing the audit report and presenting to relevant stakeholders.

SHE Coordination

·  Coordinating the SHE committee by establishing the committee in line with legislative requirements, scheduling the meetings, chair the meetings and draft the minutes for distribution in line with the annual calendar.
·  Managing on duty injuries by investigating the incident, preparing, submitting and tracking COIDA claims (if relevant) and implementing corrective action to improve SOP's.
·  Managing the implementation of SHE training by identifying the required training and participants, developing the SHE training matrix and tracking implementation against the training plan annually.
·  Managing the implementation of the Occupational Health Programme (including but not limited to vaccinations) by identifying risks and proposed solution, implementing the activities and tracking compliance.
·  Managing the compliance of waste disposal by tracking the processes, engaging with the relevant stakeholders to provide feedback and addressing any issues as required.
·  Managing a safe working environment by identifying SHE risks in line with regulations and guidelines (region dependant) and identifying solutions to resolve risks.
·  Managing personnel security by identifying the various elements risks, developing solutions to mitigate against risks and implementing.

Employee Wellness Programme Management

·  Development of the employee wellness programme by identifying activities, developing the programme and preparing the implementation plan annually.
·  Managing the implementation of the employee wellness programme by tracking performance against the implementation plan, addressing any gaps or issues, implementing corrective action and reporting on progress quarterly.
·  Managing the employee wellness clinic by tracking performance of the clinic, address any issues and implementing corrective action as required.

Financial Management

·  Development of the department budget by identifying activities and costs, preparing the budget and submitting it annually and as required.
·  Management of expenditure by tracking spend against budget allocations, approving expenditure, address any budget variances and provide feedback monthly and as required.

SHE Management System

Develops, implements and maintains the Roche Diagnostics SHE Management System.

H&S Policy, Directives and Guidelines

·  Leads the development and implementation of the local SHE policy.
·  Supports and advises management in local SHE matters.
·  Responsible for ensuring all SHE matters are dealt with effectively and efficiently.
·  Promotes SHE in the company based on the local and global Roche SHE objectives and goals.

Risk Management

·  Actively participates in the risk analysis process for SHE and ensures implementation and documentation recorded accordingly

WSMP Auditing & Inspection

·  Responsible for the bi-annual internal/external audit and inspection is undertaken and correct action formally reviewed to ensure compliance with ACC Work Safety Management Practices.

Emergency Management

·  Responsible for the leadership and management of local SHE and Fire Warden Committees.
·  Ensures relevant personnel are trained as first aiders and/or fire wardens as necessary.
·  Responsible for ensuring regular evacuation trials are conducted in accordance with emergency management system.
·  Establishing and maintaining the local (Roche internal) emergency management system

Monitoring and Documenting

·  Implementation of SHE programs and action plans, especially SHE measures planned in order to close identified gaps -
·  accidents and incidents, occupational injuries and illnesses,
·  emissions / pollution due to the activities of the Company (soil, water and air)
·  the use of energy and raw materials and specifically regulated items
·  the status and progress of actions related to SHE goals and targets
·  the SHE KPIs for monitoring the trend towards the SHE goals and for SHE reporting

Local Emergency Management System

·  Establishing and maintaining the local (Roche internal) emergency management system

You, as an ideal candidate, will have the following skills, experience and education:

·  Required Qualification: NQF 7/8 Degree in Occupational Health & Safety or associated fields of study as well as extension studies in SHE. A Masters in a technical discipline would be beneficial.
·  Required Experience: At least 2-4 years management experience in a SHE related role with at least 3 years working closely with leadership.
·  Required Knowledge: SHE legislation and South African regulations.
