Program Control Analyst - Full Scope Polygraph

Job description

Provides program management and control support for a Federal program, with responsibilities including:
·  Supports development of yearly financial plan and monthly rolling forecasts, as well as tracking progress towards targets
·  Ensure accurate estimates of IBM and subcontractor labor as well as other direct cost expenditures
·  Provide estimates of revenue and pre-tax profit impacts for potential risk and upsides to current forecast
·  Complete month end close analysis review of revenue, expenses and client invoice
·  Research and analyze variances and items impacting financial performance and profitability
·  Support set up and documentation of internal and client project kick off meetings
·  Ensure Work Breakdown Structure (WBS) supports invoicing and reporting requirements
·  Use and improve existing excel tools to track program expenditures against contract funding and maintain cost to complete (CTC) and estimate at completion (EAC) estimates
·  Initiate and track material and subk execution in IBM's procurement database
·  Review and approve subk and vendor invoices
·  Compile financial information and records for the execution and tracking of monthly program reviews (PMRs)
·  Collaborate with pricing, contracts, procurement, and accounting departments to ensure compliance is maintained for all contracts
·  Prepare various weekly/monthly status reports for project managers and upper management
·  Respond to routine and specific financial data calls This position is located in Northern Virginia and requires a Full Scope Polygraph to start.

Required Technical and Professional Expertise

·  Active TS/SCI security clearance + CI Polygraph
·  Bachelor's degree or equivalent experience
·  Demonstrated experience in financial planning and analysis, project planning and control, variance analysis, and/ or Federal procurement
·  Intermediate or advanced experience using Microsoft Office (Excel, Word, PowerPoint)
·  Strong communications skills and attention to detail
