Role Purpose

Finance has mobilised the first phase of a five year programme to transform the Finance operating model by leveraging cloud technology. Finance Cloud Transformation will rationalise operational processes, automate data and report production, to deliver comprehensive data to our internal and external stakeholders for analysis and reporting. The programme will entail migration of core Finance data and processes to the cloud, with an initial phase to implement a standard global operating process for Finance actuals report production, followed closely by forecast data and report production.

The vision for the Finance on the Cloud Programme is “to deliver standardised global processes that leverage a single dataset for reporting, analysis and forecasting.” Key programme outcomes are to deliver a singular automated data production processing capability for actuals and forecasting, correction of data once for all downstream calculations, reports and outputs, introducing automated preventative and detective controls, significantly reduce manual activity in the run-time actuals process to allow the production of all actuals outputs by working day 5 for a monthly process.

The purpose of the role is to support the Finance on the Cloud Transformation programme by building and running a PMO function to support the end to end programme globally including providing timely and accurate information about the status of the programme compared to plan. They will be responsible for embedding the PMO structure and governance and ensuring adherence to programme standards. They will own end to end BTF compliance for the programme and be responsible for ensuring that programme milestones, budget and savings are tracked and challenged to the required quality standards.

Key Accountabilities

Impact on Business

· Oversee the monthly reporting cycle for the status reporting to various Committees (e.g. Steer Co, CIB, P&D, etc)
· Own the programme plan, risks and issues
· Challenge and support the Sub-projects during the reporting cycle
· Track deviations and help resolve/escalate issues where necessary
· Prepare materials for key meetings, including Steering Committee, Sponsor meetings, weekly Programme meetings, Working Groups and reporting into the overall programme governance


Customers / Stakeholders

· Work closely with stakeholders at the most senior levels of the organisation across Global Finance, Risk and Global Businesses
· Work with Projects and Workstream leads (if and when required) to help solve issues, interdependencies and risks
· Ensure all Workstreams use the right methodology for savings and costs
· Liaise with Projects and Workstream leads to consolidate resourcing needs, and track resourcing
· Align with and manage stakeholder expectations
· Understand and articulate the workstreams to stakeholders highlighting dependencies and be able to provide potential solutions to any issues


Leadership & Teamwork

· Lead PMO Analysts and steer their work on a daily basis
· Manage day to day work with central team
· Clearly communicate progress, issues and successes to the Finance on the Cloud Programme Director
· Displays strong people management capabilities and acts as a role model for the Group's Values and Behaviours

Operational Effectiveness & Control

· Champion BTF within the Workstreams and with stakeholders
· Ensure best practice tools are used by the Finance on the Cloud Programme e.g. Clarity and OWB
· Look for efficiencies in PMO processes internal to the Finance on the Cloud Programme and also across Change Delivery PMO
· Ensure a consistent and strategically aligned project management approach.
· Ensure compliance with Sarbanes Oxley (‘SOX') as required.
· Ensure implementation of effective and efficient operating model, process and controls.
· Ensure execution of operational risk assessment of the project and new processes/systems

Major Challenges
· Ensuring information is gathered and synthesised across Finance and presented to senior management in a concise format on time

Role Context
· The role-holder will support the Finance on the Cloud Programme Director by providing the appropriate amount of timely and accurate information to enable the Finance on the Cloud programme to be steered and managed

Role Dimensions
· The role holder will work in a small PMO team, and manage the PMO analysts within the Finance on the Cloud programme. The role holder will work closely with the Finance on the Cloud programme director, leads and analysts in the delivery of the activities defined within the role.

Management of Risk
· The jobholder will also continually reassess and report deviations related to the operational risks associated with the role and inherent in the business, taking account of changing economic or market conditions, legal and regulatory requirements, operating procedures and practices, management restructurings, and the impact of new technology
· This will be achieved by ensuring all actions take into account the likelihood of operational risk occurring
· Also by addressing any areas of concern in conjunction with line management and/or the appropriate department

Observation of Internal Controls

· Maintains HSBC internal control standards, including timely implementation of internal and external audit points together with any issues raised by external regulators.
· The jobholder will implement the Group compliance policy by containing compliance risk in liaison with Global Head of Compliance, Global Compliance Officer, Area Compliance Officer or Local Compliance Officer. The term ‘compliance' embraces all relevant financial services laws, rules and codes with which the business has to comply.
· This will be achieved by adhering to all relevant processes/procedures and by liaising with Compliance department about new business initiatives at the earliest opportunity. Also and when applicable, by ensuring adequate resources are in place and training is provided, fostering a compliance culture and optimising relations with regulators.
· Observe and promote the use of the Group's preferred programme management methods/tools.

Qualifications :

Knowledge & Experience / Qualifications

·  PRINCE 2 qualified
·  Industry leading project management capabilities with a track record of delivering complex projects
·  Detailed understanding of the Finance operating model at Group, Business and Country levels
·  Relevant knowledge of the Group's Finance function in multiple locations
·  Exceptional drive, commitment and focus in operational excellence
·  Ability to work with senior managers, solid skills in distilling and presenting insights
·  Ability to work in fast-paced environment with proven ability to handle multiple outputs at one time
·  Ability to prepare and review Steering Committee and Senior Management briefing packs
·  Proven ability to draft or verbally present updates to stakeholders and other senior managers
·  Excellent management and communication skills
·  Lateral thinking/problem solving/creativity
·  Extensive experience of preparation and distribution of reporting, ensuring all reports comply with applicable professional standards and organisation policies
·  Ability to work in fast-paced environment with proven ability to handle multiple outputs at one time
