Role Summary/Purpose

This is a 24-month contract, with possibility of extension.  

·  Implement and maintain the Site Environmental, Health, Safety Management System monitoring compliance with all relevant statutory, regulatory, contractual and company requirements.
·  Define and monitor actions to improve EHS Performance in Construction & Commissioning and to reduce likelihood and severity EHS events.
Essential Responsibilities

·  Monitor the effectiveness of the site related rules defined in the Project EHS plan, revise as necessary and take appropriate actions in the event of non-compliance.
·  Continuously provide relevant information to the site management in relation to any arising situation.
·  Ensure full implementation of GE guidelines and work instructions at site.
·  Define and implement an EHS Subcontractor audit program to monitor compliance with all relevant statutory, regulatory, contractual and company requirements. 
·  Monitor fulfilment of EHS contractual requirements established with the Subcontractors.
·  Implement system of work permit.
·  Ensure the Construction Permit-to-Work process is fully implemented.
·  Ensure full implementation of the incentive and disciplinary procedures at site.
·  Ensure proper implementation of the GE Log Out Out Tag Out process.
·  Monitor the implementation of the Commissioning Safety Rules and take appropriate actions in the event of non-compliance.
·  Actively communicate on the EHS requirements and ensure site compliance with the associated EHS Requirements.
·  Prepare, implement and maintain emergency plans, security programs and site access control procedures.
·  Set up and administrate the EHS training program for site personnel.
·  Advise site personnel on all aspects of EHS applicable to site activities.
·  Provide EHS Toolbox talks and trainings to the GE site personnel whenever required (communication on specific EHS issues, EHS awareness campaign, etc.).
·  Ensure EHS is fully integrated in the coordination of site activities.
·  Coordinate activities of sub-contractors with respect to EHS, especially where interfaces are involving other subcontractors or operational areas of plant.
·  Ensure the full implementation of the monthly EHS committee.
·  Lead by example in complying with the site EHS rules.
·  Advise site management on statutory exposure related to any project decision.

·  Ensure full implementation of the risk assessment / method statement review process.
·  Ensure that all Accidents/Incidents are recorded, investigated and analyzed to prevent reoccurrence.
·  Prepare and submit a monthly EHS report to appropriate personnel.
·  Follow the site EHS KPIs.
·  Maintain appropriate records and documentation for the duration of the Project.
·  Liaise with the regulatory EHS authorities and external services.
·  Liaise with the client on EHS matters.
·  Validate/reject the nomination of Contractor EHS professionals assigned at site.
·  Ensure provision of the site EHS induction in accordance with GE requirements.
·  Develop and follow an EHS action plan to continuously improve the EHS management system
Qualifications/Requirements

·  At least 3 years’ experience in EHS at construction site, preferably in the power plant or oil and gas industry.
·  Fluent English written and oral language skills / Fluent Russian & Kyrgyz
·  Proficiency in MS Word, PowerPoint, Excel, Outlook (required).
·  Knowledges of processes related to erection works within CIS country.
·  Valid driver’s license, passport and ability to travel as needed to meet business objectives.

Desired Characteristics

·  Experience on site performing Erection of all packages or cross functional assignments.
·  Experience in large Construction/ Hydro sites.
·  Experience in handling with Statutory Body/Authority.
·  EHS Auditor qualification
