Agile Program Manager (Technical)

Position Description
CGI is looking for a dynamic Program Manager with extensive Agile methodology experience to join our Federal Business Unit. We are actively pursuing new opportunities and also delivering on existing contracts. The successful candidate will support CGI on various projects within the Federal government. Candidates should be knowledgeable of custom software development using one of the leading Agile methodologies/frameworks (such as Scrum and SAFe).

Your future duties and responsibilities
 In an Agile development environment, assume traditional project management responsibilities including management of scope, cost, personnel and risks.
 Distill grand stakeholder vision into a meaningful plan.
 Develop project vision with the team and propagate the vision through stakeholders.
 Facilitate definition of clear and attainable project objectives.
 Collaborate with product owners to balance competing priorities, while empowering product owners to make decisions about the product.
 Create an Agile plan that lays out an investment vision and business value vision against which clients and CGI management can assess and frequently adjust priorities in Agile fashion.
 Execute on the Agile plan, ensure effective delivery of project activities within approved scope, schedule and budget, while ensuring stakeholder satisfaction.
 Manage the financials and budget to track execution, making adjustments as required.
 Use product increments and demonstrations to keep stakeholders aware of real progress against goals, commitments and visions, thereby minimizing opportunities for misinformation and miscommunication.
 Maintain project health via early identification and mitigating of risks and defining resolution plans for addressing issues.
 Look for Agile development teams who are falling back into old habits or whose old habits are preventing them from becoming Agile.
 Rapidly propagate agreed upon practices and processes through agile development teams.
 Identify and collect information on how well Agile teams are doing at delivering value.
 Aggressively eliminate all wasteful activities and artifacts from Agile processes at organization and team levels.
 Conduct “Scrum of Scrums”. Note when the work of two or more teams starts to diverge or overlap. Alert teams to these situations when they occur.
 Collaborate with Scrum Masters to create process for weekly standardized reporting on Agile projects and utilize Agile project management tools to minimize team overheads.
 Support the teams and scrum masters in working with other groups, especially human resources and facilities.
 Ensure collocation of Agile teams and adequate provision of facilities.
 Assist teams by making them aware of organizational compliance needs, advising them on how to comply and serving as a central clearinghouse for tips and shared knowledge on compliance and similar matters.
 Continually seek opportunities to increase stakeholder satisfaction, including promoting collaboration on the resolution of any disputes or issues that may arise.

Required qualifications to be successful in this role
 US citizenship required.
 PMP certification.
 Certified Scrum Master (CSM) or SAFe Scrum Master Certification.
 Minimum of 5 years of experience managing Agile projects.
 10+ progressive years of IT related experience in custom applications development, maintenance and enhancement combined with 5 or more years of Program Management experience.
 Managed medium to large scale application development projects in a complex environment for a minimum of 3 years.
 Experience managing teams of 30+ people.
 Experience as product owner and/or Scrum master for mid-to-large sized projects.
 PMBOK aligned project management methodologies experience.
 Demonstrated success establishing and maintain executive level relationships.
 Excellent oral, written and presentation skills.
 BS in Computer Science, Information Technology or related field.
Desired Knowledge, Skills, Abilities and Competencies:
 Experience with business analysis, Joint Application Development, requirements analysis and use cases.
 Project management experience in government sector.
 Earned value project management technique experience.
 Experience in creating training programs, delivering training, or selecting Agile trainers from outside the organization. Similar experience coaching individuals and small group in agile methodologies.
 Experience in forming communities of practice to spread Agile processes through the organization.
 Ability to look to the future for new opportunities with the client and to communicate with the account any areas where the client needs additional support.
