Objective:

Implement Configuration Management and Change Control on Rochester site for Signaling Projects as a member of Project Core teams:

·  Keep the project configuration under control during the whole life-cycle of the Project
·  Manage the Change process in the project and ensure Configuration is formalised and adequate at any time to deliver the configuration and change documentation to the Customer

Responsibilities and Accountabilities:

Perform the following Configuration Management and Change Control activities for assigned projects and assisting other team members as required:

·  Ensure application of configuration and change TIS general procedures and instructions
·  Issue configuration and change management plan, with PM and PrEM in order to implement the configuration and change management process in the Project and address contractual configuration management requirements
·  Set up, plan and organize the CCB meetings:
·  View the Change Requests (CR)
·  Verify that the changes are well documented
·  Verify safety analysis is performed, if required
·  Document CCB decisions
·  Establish the CCB reports
·  Coordinate the project team members regarding configuration and changes
·  Organize and manage the project evolutions through changes activities
·  Respond to project priorities or urgencies
·  Ensure rigorous traceability and reporting
·  Track the scheduled versions for configuration changes (projected date of change application such as retrofits)
·  Organize and update configuration and change database for the project
·  Issue and monitor the action plan, assigning the Change Orders (or equivalent) to the action owners
·  Issue and monitor the change application, assigning the Change Notice (or equivalent) to the action owners
·  Track and manage configurations (part numbers, revisions, serial numbers) in a PBS structure within the configuration tool (AEC) working with operations, industrialization, test, and commissioning personnel
·  Create and Manage project baselines with PrEMs:
·  Configuration items identification
·  Baselines management (verifying consistency)
·  Ensure interfaces with sub-systems, confirm baseline definition; support PrEMs with baseline integration
·  Control configuration (compare realised/applicable):
·  Perform Configuration verifications
·  Issue configuration & change KPIs
·  Provide REX (Return on Experience) on methods & tools and share best practices with the global Engineering community
·  Provide training and guidance to other members of the Project Configuration Management and Change Control team
·  Act as a tool Key User or Process Correspondent

Educational Requirements

·  Engineering BS degree or related technical discipline

Experience/Alstom Levels Description (Essential Functions)

The level B1 Project Configuration and Change Control Manager has the experience listed below and demonstrated Alstom Signaling Inc. system and products knowledge and configuration management experience as described.

·  3 + years of Configuration Management experience (or total comparable education and related experience)
·  Project management background level depending on the complexity of the Project/Program
·  Knowledge of change & configuration processes within ALSTOM Way of Working
·  Configuration management background
·  CMMI knowledge and audit participation
·  Ability to communicate with all actors involved to produce efficient CCB preparation
·  Systematic, rigorous and organised, able to sort out different matters at concurrent time period
·  Ability to detect side effects of ongoing changes to alert the relevant person
·  Microsoft Office competent
·  Solid technology background required
·  Industrial experience at least 2 to 3 years, preferred in Railway Signaling systems or equivalent complex systems; * must have at least 3 areas of knowledge between Wayside, office and Carborne categories; examples of knowledge areas are AFTC, ACTC, ATC, ATO, ATP, CBTC, STS, PTC, etc. hardware and software; not necessary to have experience in all three categories
·  Railroad Signaling systems experience and solid knowledge of railway products and systems is a plus
