Urgent requirement has arisen in one of our prestigous public sector clients in Manchester
Overall Purpose of the Job:
To be the key individual responsible for developing and managing systems for assurance and compliance in relation to various aspects of chemical usage, waste management, export controls, National Security and Investment Act and other key areas of compliance.
To provide a web content, e-learning development and project management support service to colleagues across Compliance & Risk.
Key Responsibilities, Accountabilities or Duties:
Chemicals To develop and manage systems for the assurance of compliance with the requirements of the Home Office and other government departments in relation to chemical use in research and teaching.
To act as the single point of contact for chemicals covered by various regulations, including: Chemicals Weapons Convention
Controlled and Prescription Drugs
Explosives and explosive precursors
PCB contaminated equipment
To manage the full implementation of the chemical inventory across all areas of the University
To act as the point of contact for advice on the transport of chemicals, acting as a Dangerous Goods Safety Advisor (for the movement of materials across campus, national/international transport by air/sea/train/road etc.)
To facilitate the efficient and effective whole life management of key chemicals by, for example, coordinating procurement, stock levels and disposal.
To develop and manage systems for the internal audit of storage of chemicals.
Be responsible for the completion of timely annual reports to the Home Office and other bodies for various chemicals/regulations.
To arrange for the disposal of prescription and controlled chemicals with Greater Manchester Police's Controlled Drug Liaison Officers.
To develop and manage systems for the audit of disposal of key chemicals
To contribute to the provision of training and training material with respect to chemicals regulation Imports To develop and manage systems for the assurance of compliance with the requirements of import regulations, including: Firearms and ammunition
Certain plants, seeds and soil
Animal and animal products
Certain controlled drugs and medicines
Precursor chemicals, pesticides, and ozone depleting substances (ODS) amongst other chemicals
To act as the point of contact for advice on compliance with import regulations
To contribute to the provision of training and training material with respect to import regulations.
Biological material To develop and manage systems for the assurance of compliance with the requirements of the Environment Agency, in relation to the pre-acceptance audit for biological waste management
To develop and carry out a programme of pre-acceptance waste audits to meet Environment Agency requirements
Liaison with staff in DoRBESS re. HTA waste management/compliance
Liaison with waste management colleagues in Estates & Facilities To carry out administrative functions in relation to licensing and consents, including
Plant pathogen controls
