Adecco are proud to be recruiting on behalf of Cheshire Constabulary for a Procurement and Contracts Officer on a permanent basis.

The role is part time- 22 hours per week (days and hours can be flexible).

Salary is £17,011 to £20,278.

The purpose of the role is to work alongside Procurement and Contracts Manager to support and maintain medium value procurement and contract management processes for Cheshire Police. In addition continually seek value for money, maintain relationships and performance management of suppliers and provide advice on all areas of Force purchasing and contract activity.

Key Duties

Lead on the contract and procurement process for medium value, medium risk, and more complex contracts/procurement, within specific categories. This includes acting as the single point of contact for the design and preparation of specifications for tenders and contracts, drafting terms and conditions, awarding and monitoring within the context of financial regulations, Force Policy and European Procurement legislation, and carrying out mini-competitions on Framework Agreements. Establish and develop strong working relationships with customers and 3rd party providers to ensure that the quality of service provision is consistently managed and challenged to meet agreed Service Level Agreements.

Advise customers on appropriate Service Level Agreements, Operating Agreements for medium value, medium risk, and more complex contracts in line with agreed priorities. Investigate and take appropriate action when dealing with breaches of service levels/agreements, which may include the management of financial penalties where appropriate.

Negotiate Terms and Conditions for the renewal of contracts and manage financial penalties where appropriate.

Responsible for recommending the best route to market in accordance with both financial regulations and European Regulations and ensuring the Constabulary is not challenged due to non-compliance. Prepare evaluation and recommendation reports for medium value, medium risk, and more complex procurements, with minimal supervision to all levels in the organisation including budget holders. Work with and advise the customer on the selection criteria for the procurement process for medium value, medium risk, and more complex procurements. Lead on the commercial process for selecting the preferred supplier to ensure best value procurement principles are met and advising of the financial/commercial implications of each procurement and highlight any risks associated with this. Provide contractual advice to customers to ensure any procurements are expedient and provide best value to the force within relevant procedures and regulations.
