Procurement Officer

Salary DOE £32 - 34,000 per annum

DUTIES AND RESPONSIBILITIES:

1. To prepare tender and contract documentation as allocated, including assistance and guidance to other Departments.

2. To assist in the preparation and implementation and monitoring of performance indicators (PI) and performance measurement including benchmarking.

3. To act as liaison for a wide variety of contracts including both goods and services.

4. To assist in co-ordinating procurement throughout the organisation to ensure that common standards and procedures are adopted to ensure Best Value.

5.To assist with contract management and monitoring, the introduction of e-procurement and provide practical assistance to all areas of the organisation.

6.To establish and maintain a contract information database

7. Responsibility for providing reports for the Procurement Manager relating to contracts, contractors, products and services; prepare reports and briefing papers and to assist with reviewing similar papers prepared by others relating to procurement issues as required.

8. To produce financial information relating to procurement projects/issues as required.

9. Prepare reports and briefing papers as requested by the Procurement Manager and assist with reviewing reports prepared by others relating to procurement issues.

10. Preparation of tenders on a wide range of goods and services including catering.

11. Analysis of tenders received.

12. Represent the Procurement Manager at meetings internally and externally, as required.

13. Raise purchase orders and or approve invoices for payment in the absence of the purchasing assistant, or when audit requires.

14. Assist in all research projects undertaken by the Procurement Department as requested by the Procurement Manager.

15. Assist with the preparation of the Procurement Departments Annual report including savings reports.

16. Promote and comply with Policies on equal opportunities and health and safety both in the delivery of services and the treatment of others.

17. Any other duties as directed by a Supervisory Officer commensurate with the post and salary grading.

SPECIAL REQUIREMENTS:

The role requires applicants who can demonstrate (with evidence) skills in the following areas:

·  Educated to Degree level in a relevant subject, or an equivalent amount of relevant previous experience.

·  Qualified member of Chartered Institute of Purchasing and Supply (CIPS).

·  Experience in the use of Information Technology, especially spreadsheets and databases.

·  Experience of preparing reports, procedures and other documents.

·  Experience of compiling financial reports.

·  Knowledge of Procurement related EU regulations.

·  The post may involve some travel across the area, therefore applicants must have the ability to travel throughout the area on occasions as and when required.

·  There is also potential for flexible working in various locations - to be discussed at shortlisting stage
