JOB TITLE: Parking Business Analyst
LOCATION: Romford, Essex
PAY RATE £250 - £300 per day Umbrella
START DATE: ASAP
DURATION: 3 months minimum
IR35 STATUS: Inside

PURPOSE:
Support the service area in data analysis and business analysis with a view to execute the Council's vision and support of the parking strategy.

The client is looking for the services of a Parking Business and Data Analyst to analyse various data in regards to parking transactions, PCN, MTC, P&D cashless etc to better report and present this information to inform any future decision making. The role will also be supporting management as and when needed.

Key Accountabilities and Result Areas:

* Post holder will be expected to be able to work effectively with little direct supervision but will accountable to the Intermim Parking Manager/Business Unit Manager for Highways Traffic & Parking and the Group Manager.
* To assist the Business Unit Manage and colleagues in the development of the service operationally within the priorities of the service area and the overall aims of the Council.
* Report progress on the tasks, schemes and programmes.
* To support the team in sustaining a positive working partnership with elected Members, especially in relation to their Community and Cabinet Member roles.
* To support the team in the process for liaison with external statutory and community-based agencies and partners.
* Attend meetings on site (alone if necessary) and to provide guidance for clients, elected Members, business partners, external agencies, the private sector and other key stakeholders.
* Undertake other responsibilities as may be assigned from time to time by the Business Unit Manager, or Interim Parking Manager/Highways Group Manager.

Job Context:

* The postholder will be required to have a strong background in the analysis and reporting of parking data and information
* The postholder has no direct line management responsibility but will be expected to coordinate with colleagues to perform the following;
* When operating as a team leader supervise and liaise with other team members.
* The postholder will have financial/resource responsibility for a variety of capital and revenue projects and have experience of managing capital and revenue budgets. They will assist in the execution of commissioned work including the preparation of certificates, account payments, final accounts, final costs statements and accounts for services.
* The postholder will need to hold a full UK Driving Licence

Experience

* Experience of the analysis and reporting parking data, financial and non financial
* Experience in the use of Excel and other reporting software tools
* To have knowledge and experience of working within current Highway and Health and Safety legislation.
* Experience of effectively working with elected Members, business partners, external agencies, the private sector and other key stakeholders.
* Experience of working through the democratic process including reporting to committees, forums and strategic groups.
* Able to demonstrate an innovative approach to problem solving with a successful outcome.
* Experience of financial planning and budgetary control
* Experience of writing reports, correspondence, briefing notes giving operational, technical, policy or strategic inforfation

Qualifications

* To have a recognised qualification in Parking or Highway Engineering (or similar) or acceptable proven technical ability.
* To have at least 5 years' experience in the public or private sector

* Deal with any Safeguarding issues that might arise, in line with the Council's policies and procedures.
