Job Description:

A CIO Associate Manager fulfills a managerial position in a CIO initiative or the operations support effort for CIO's existing application portfolio, infrastructure and/or architecture. Within this role, CIO Associate Managers are accountable for following Project and Operations tools and processes while providing solutions, project planning, creating work plans, executing projects, measuring progress, providing content oversight to ensure quality results, and more. Scrum Masters often assume the position of a liaison between technical team members and product owners while managing projects, relationships, and facilitating software development teams, specifically with Scrum as the development methodology.

Responsibilities:

· Coach and guide the agile teams in Scrum methodology and continuous process improvement of software delivery
· Set up and take ownership of retrospectives, sprint reviews and sprint planning sessions
· Instill Agile project management best practices including risk management, cross-team interdependencies, scope definition, delivery objectives, quality standards, and user needs identification
· Facilitate and document project and release planning, including participation in product vision and implementation, Scrum ceremonies, Scrum of Scrums, discovery, design, and other brainstorm meetings
· Protect the Sprint goal and ensure that the team do everything within their power to achieve goals
· Facilitate product owner input and team interactions; ensure the communication of scope and requirement changes throughout the team, including sprint impact analysis
· Support product owner in management of the backlog, ensuring Scrum process standards, identification of stakeholders and stakeholder conditions of acceptance
· Support product development by providing high level business analysis and development estimates, including coordination of multiple product analysis
· Foster knowledge sharing and assist with creation and delivery of best practices documentation and training materials
· Identify opportunities for process and tool improvements from concept to implementation
· Identify, assess and aid the team in solving complex business problems
· Evangelise the benefits of agile development within the team
· Remove obstacles that affect the team
· Ensure that the team smoothly adjusts to the cadence of the Sprint ceremonies, and also maximizes the amount of available development time
· Handhold the Product Owner when discussing more technical user stories, bringing in team members as required
· Work collaboratively with developers, product owners and technical architects
· Individual and team learning and development

Qualifications :

Basic Qualifications

·  Bachelor's Degree in Information Technology, Computer Science, or related discipline or equivalent professional experience
·  Minimum of 2 years of experience in a role(s) designated as a Scrum Master
·  Minimum of 5 years of Application Development experience that includes; designing, developing, and deploying web, mobile, database, and/or software applications
·  Must have hands-on programming experience in the last 5 years that includes; Java or .NET

Preferred Qualifications

·  Experience with ServiceNow, Salesforce, SAP HANA, O365, or Ariba
·  Experience in Angular, AngularJS, HTML, CSS, or JavaScript
·  Experience with Visual Studio and team Foundation Server (TFS)
·  Senior level experience in coaching and guiding Agile software development teams
·  Knowledge of Iterative Development and Continuous Improvement
·  Knowledge of Scrum, Lean, XP, Kanban and other Agile development techniques
·  Agile or Scrum Master Certified
·  Understanding of automation testing, DevOps, test driven development, continuous integration, continuous delivery or micro-services

·  Demonstrates leadership and collaborative interpersonal skills to engage and motivate team members
·  Ability to synchronize with non-technical teams to deliver product releases smoothly, and managing multiple projects simultaneously

·  Ability to communicate and work in a team in a fast-paced agile environment
·  Understanding of web and mobile development concepts and patterns
·  Strong customer focus, excellent problem solving and analytical skills
·  Demonstrated leadership in professional setting; either military or civilian
·  Demonstrated teamwork and collaboration in a professional setting; either military or civilian
